INVITATION TO BID
LESSER STATE ASSISTANCE (LSA) GRANT FUNDED PROJECT
The Monroe County Constables Association (MCCA), a Pennsylvania nonprofit corporation, is soliciting sealed competitive proposals from qualified vendors for the furnishing, delivery, support, licensing, warranty coverage, and training services associated with a Conducted Energy Weapon (CEW) deployment program for law enforcement personnel.
PROJECT DESCRIPTION
The Monroe County Constables Association intends to acquire a comprehensive conducted energy weapon package for fourteen (14) certified Pennsylvania State Constables. The proposed equipment package is intended to provide less-lethal force options, officer safety enhancements, training equipment, evidence management capabilities, replacement equipment support, and associated warranties for a five (5) year period.
The desired package shall include, at a minimum:
• Fourteen (14) conducted energy weapon systems comparable to the TASER 7 platform.
• Fourteen (14) docking stations for device management and data upload.
• Duty holsters for all issued devices.
• Rechargeable battery systems and spare batteries.
• Live, inert, and training cartridges sufficient to support operational deployment and annual training requirements.
• Conductive targets, target stands, and training equipment.
• One (1) enhanced training suit or equivalent force-on-force training equipment.
• Evidence management and digital recordkeeping software licensing.
• User certification and training programs.
• Replacement cartridge or replacement equipment program.
• Manufacturer warranty coverage.
• Software support, maintenance, and updates.
• Any additional accessories, licensing, services, or support necessary to provide a complete five-year operational package.
TERM
The proposal shall include all equipment, software, licensing, support services, replacement programs, warranties, and training necessary to provide a complete solution for a sixty (60) month period.
EQUIVALENCY REQUIREMENT
The Association is seeking proposals that are equal to or exceed the capabilities, performance, reliability, warranty protection, software functionality, training support, and operational readiness of the TASER 7 Certification Bundle currently under consideration.
Any proposal submitted as an equivalent product shall clearly identify all differences from the referenced system and demonstrate how the proposed equipment meets or exceeds all operational requirements.
BID SUBMISSION REQUIREMENTS
All proposals shall include:
Vendor name, address, telephone number, and contact information.
Detailed description of all equipment, software, licensing, training, warranties, and support services included.
Itemized pricing.
Total five-year project cost.
Delivery schedule.
Warranty information.
Description of any replacement equipment or replacement cartridge programs.
Evidence management software specifications.
Training and certification offerings.
Proof that the vendor is authorized to sell, service, and support the proposed equipment.
Any applicable state contract information.
The Monroe County Constables Association reserves the right to reject any or all bids, waive informalities, request additional information from bidders, and award the contract in the best interest of the Association and the public safety objectives of the project.
SUBMISSION DEADLINE
All bids and proposals must be submitted electronically no later than 11:59 PM Eastern Time on June 20, 2026.
