MORAINE PARK TECHNICAL COLLEGE DISTRICT BOARD MINUTES March 18, 2026 ATTENDANCE A meeting of the Moraine Park Technical College District Board was called to order at 4:52 p.m., March 18, 2026, in Room H104 of Moraine Park Technical College, 700 Gould Street, Beaver Dam, Wisconsin, Vice Chairperson Vernon Jung presiding. Board members present at the meeting were Lisa McArthur, Robert Traylor, Melissa Kescenovitz, Bur Zeratsky, and Joel Ongert. Board members Kate Treichel, Sara Hintz, and Wayne Weber were excused. APPROVAL OF MINUTES MOTION Kescenovitz, second Traylor, that the Moraine Park Technical College District Board approve the February 18, 2026 meeting minutes presented. Vote: Ayes: 6; Opposed: 0. Motion CARRIED. CONSENT ITEMS – MONTHLY BUSINESS MOTION McArthur, second Kescenovitz, that the Moraine Park Technical College District Board approve the following presidential parameter consent items as presented: 1. Human Resources – Employment; 2. Financial Services – Accounting/Investments; 3. Economic Development Contracting; and that the bills for the month of February be approved and payments are authorized, ordered, and confirmed. February receipts total $32,223,409.24. February disbursements total -$9,396,774.84. Roll call vote: Traylor, yes; Ongert, yes; Hintz, excused; Kescenovitz, yes; Jung, yes; Weber, excused; McArthur, yes; Zeratsky, yes; and Treichel, excused. Motion CARRIED. APPROVAL OF RETIREMENT MOTION Ongert, second Traylor, that the Moraine Park Technical College District Board accept the retirement of Kathy Mueller. Vote: Ayes: 6; Opposed: 0. Motion CARRIED. APPROVAL OF RESOLUTION FOR AUDIT SERVICES MOTION Traylor, second Kescenovitz, that the Moraine Park Technical College District Board approve the proposal as prepared by CLA, to provide auditing services for the fiscal years ending June 30, 2026 through 2030, in accordance with the specifications contained in the Request for Proposal. APPROVAL OF RESOLUTION AUTHORIZING THE ISSUANCE OF $2,500,000 GENERAL OBLIGATION PROMISSORY NOTES, OF MORAINE PARK TECHNICAL COLLEGE DISTRICT, WISCONSIN AND PROVIDING FOR THE SALE OF $4,880,000 GENERAL OBLIGATION PROMISSORY NOTES, SERIES 2025-26C MOTION McArthur, second Traylor, that the Moraine Park Technical College District Board adopt the following resolution authorizing the issuance of $2,500,000 General Obligation Promissory Notes and setting the sale of $4,880,000 General Obligation Promissory Notes, Series 2025-26C (the "Notes") for the public purpose of financing the acquisition of land, construction of buildings, building additions, remodeling and improvements, moveable equipment, and a portion of the cost of the Referendum Project. APPROVAL OF PROGRAM PROPOSAL: NAIL TECHNICIAN TECHNICAL DIPLOMA (30-502-4) MOTION Ongert, second Kescenovitz, that the Moraine Park Technical College District Board approve the program development proposal for a Nail Technician Technical Diploma program and authorize staff to submit the Concept Review proposal to the Wisconsin Technical College System for approval and to continue with the program implementation phase of the program development process. APPROVAL OF PROGRAM PROPOSAL: BUILDING TRADES-CARPENTRY TECHNICAL DIPLOMA (31-475-1) MOTION McArthur, second Traylor, that the Moraine Park Technical College District Board approve the program development proposal for a Building Trades-Carpentry Technical Diploma program and authorize staff to submit the Concept Review proposal to the Wisconsin Technical College System for approval and to continue with the program implementation phase of the program development process. APPROVAL OF PROGRAM PROPOSAL: HUMAN SERVICES ASSOCIATE, ASSOCIATE DEGREE (10-520-3) MOTION Traylor, second Kescenovitz, that the Moraine Park Technical College District Board approve the program development proposal for a Human Services Associate, Associate Degree program and authorize staff to submit the Concept Review proposal to the Wisconsin Technical College System for approval and to continue with the program implementation phase of the program development process. APPROVAL OF PROGRAM PROPOSAL: PHYSICAL THERAPIST ASSISTANT ASSOCIATE DEGREE (10-524-1) MOTION Kescenovitz, second Ongert, that the Moraine Park Technical College District Board approve the program development proposal for a Physical Therapist Assistant Associate Degree program and authorize staff to submit the Concept Review proposal to the Wisconsin Technical College System for approval and to continue with the program implementation phase of the program development process.
