BOARD MEETING
August 21, 2025
The meeting was called to order by Board Chairman, Randy Lebouef, Jr. @ 6:05 pm. Roll was called, Randy Lebouef, Jr., Gwendolyn Davis, Jay Wayne Celestin, Ralph Singleton and Justin Champagne.
There are two vacancies.

Corbin Hebert discussed the upcoming payments to close out the Hurricane Ida allocated funding from FEMA. An approximated $170,000.00 is allocated to be disbursed to TPRec3a in approximately 2 months due to the fact that the original amount allocated to Hurricane Ida was not all used but the majority of the work has been completed under budget. The funds from Hurricane Francine are approximately $1, 700.00 that will also be received in approximately 2 months.
Pernell Pellegrin, CPA reviewed the Annual 2024 Financial Report with the following findings:
The district had a good year financially with a $63,840.00 profit. It exceeded the actual revenues by more than 5%, where as such, the budget should have been amended. The district traded in a vehicle during the year which requires state surplus property laws do not allow trade-ins. To dispose of an asset, is has to be advertised and sold. During the year, per diem to Board members for meeting attendance was in excess allowed by state law. The maximum per meeting is $25.00 at a maximum of 12 meetings. Prior to year ending, the budget will be reviewed by the auditor prior to submitting to the council; an necessary amendments will be done prior to year end to be in compliance.
Minutes from July 10, 2025 was reviewed and accepted with updates, Risk assessment viewed the need to add mats at the Village East Park and repair park equipment (temporary fix was done to place plastic over the scoop to prevent someone from getting hurt). Motioned made by Jay Celestin and Ralph Singleton seconded "THAT, the minutes of meetings be approved.

A copy of the Terrebonne Parish Tree Board Presentation meeting held on July 16, 2025 stated that Recreation District 3A representatives Randy LeBouef, Jr., Board Chairman and Justin Champagne, Board Member was in attendance to accept a grant in the amount of $10,000.00 to restore the lost of trees in the parks. This endeavor was on behalf of the Terrebonne Parish Tree Board Planning Department. The type of trees and cost was attached for the board to review and decided on where the trees to be planted and what size of tree to be planted.
The board received some quotes for some video coverage cameras to be placed in the parks. There were two quotes submitted to the board from Capt. Bobbie O'Bryan in the amounts of $11,976.19 and $7,917.42. The item of discussion was tabled until the next meeting to give Ralph Singleton the time to contact Councilman Brien Pledger to see if there are any grants for the cameras.
Playground Equipment for Village East was addressed by Gwendolyn Davis. Gwen stated that the playground equipment is old and worn-- needs to be updated. A picture of a playground equipment from another park in the Houma area was shown to the board, and she would like for the board to get a price. Other issues that were addressed:
The lights that were recently installed, the poles seem to be too low. Need to be adjusted.
Turf instead of mulch
Justin Champagne there may be some approved State grants. Will seek into.
Meter box was not delivered
Updated the Basketball court
Some baseball pads were also located in the shed for the fields.
Randy Lebouef, Jr. presented the board with a Memorial Park Benches to be placed at Lafayette Woods Park in honor or past board members. A quote per cement bench from Stonework would cost $569.00. A plaque will be placed with the honorees name on them. A unanimous decision was made to purchase the benches. Yeas 5, Nays 0, Vacant 2
Update on the Village East Community Center was discussed with a handout showing the Houma Today newspaper article dated March 6, 2017 stating that $875,00.00 was allocated into the budget for the community center. A Commendation was done on November 16,2022 at the Terrebonne Parish Council meeting where the Bayou Area Habitat for Humanity made the land donation to TPRec3A. The board wants to contact the Council to see when this issue can be addressed to the board for an update on the status of the community center and its funding. Tabled for next meeting discussion.
Personnel Policy Handout was given to each person for the use of the park vehicle.
Financial Report for the months ending June 30, 2025 and July 31, 2025 and the amended Budget was motion to be accepted by Jay Celestin and 2nd by Justin Champagne.

Executive Session: Board Resolution was made to issued Credit Cards to Kenyada Douglas and Brian Williams, Sr. to be able to purchase supplies needed for the park. Yeas 5, Nays 0, Absent/Vacant 2.
Meeting was adjourned @ 7:40 pm motion made by Jay Wayne Celestin, 2nd by Ralph Singleton.
