HOUMA LA 70363 BOARD MEETING February 19, 2026 The meeting was called to order today February 19, 2026 by Board Chairman, Randy Lebouef, Jr. @ 6:18 pm. Roll was called, Randy Lebouef, Jr., Gwendolyn Davis, Jay Wayne Celestin, and Ralph Singleton. Justin Champagne, Absent There are two vacancies. Guest was: Marilyn Staidum-Matthews, Secretary, and Kenyada Douglas, Park Maintenance Worker. Public in Attendance: NONE Minutes from January 22, 2026 was reviewed and amended to include that the Pavillion/Gazebo constructed by Southern Fab will be ready in approximate two weeks. Permit will be needed to mark all the lines where it will be cemented and where the Pavillion/Gazebo will be placed. Motioned made by Randy Lebouef, Jr. and Jay Wayne Celestin seconded "THAT, the minutes of meetings be approved with the necessary updates. (Ayes-4; Nays-0; Vacant-2; Absent-1). Election of Officers for 2026 was discussed and voted on. For board chairman, Jay Celestin and Gwendolyn Davis nominated Randy Lebouef, Jr. Randy Lebouef, Jr. accepted the position as Chairman. For board vice-chairman, Gwendolyn Davis and Randy Lebouef, Jr. nominated Jay Wayne Celestin. Jay Wayne Celestin accepted the position as Board Vice-Chairman. All approved Certificated of Deposit maturing at Synergy Bank on February 27, 2026. Several rates and terms were discussed from the following banks: B1B, South La Bank and Synergy Bank (all for 1- and 2-year terms) rates ranging from 2.00% - 3.60% APY. The board approved to renew the certificate of deposit with Synergy Bank for 2 years @ 3.54% rate-3.60% APY. All approved. Three tree removal quotes received for two trees to be cut down at Lafayette Woods Park: Stumpout $2,763.83 BK Enterprise $4,500.00 Burley Tree Removal (Verbal) $6,000.00 Board approved Stumpout quote pending on Vendor List. Received quotes for All Repairs to the Large Press Box, all repairs and Leveling to the Smaller Press Box, 8-Dugout Benches/Demo & Replace with all Aluminum benches: Bowen Service Group - $31,940.00 AAA Renovation LLC - $33,800.00 Alligator – no quote received Board approved AAA Renovation LLC quote (extra work being performed). Motion made by Jay W. Celestin, 2nd by Ralph Singleton. School games are only being played on our park fields, everything else is on the schools per Mr. Phillips. Things to be completed or repaired at the park should be brought to the monthly meetings. Financial Report for the month ending January 31, 2026 was reviewed. Motion to accepted by Jay W. Celestin and 2nd by Randy Lebouef, Jr. and Gwendolyn Davis. General Discussion: Workers for the concession area will be: Makila Verrett, Armentar Verrett, Paige Verrett and Denise Thomas.
