NOTICE ALAMAR COMMUNITY FACILITIES DISTRICT NO. 1 REQUST FOR QUALIFICATIONS JOB ORDER CONTRACTING FOR GENERAL UTILITIES RFQ/PROJECT NO. ALJOC-103U Notice is hereby given that the Brookfield Lakin LLC ("Brookfield'), a Delaware limited liability company, is seeking qualified general contractors for Job Order Contracting (JOC) to provide general utility and water/wastewater plant for minor and major street construction projects, maintenance, repairs, re-construction and alteration services to Alamar Community facilities. All qualified firms interested in providing these services are invited to submit their Statement of Qualifications (SOQ). All SOQ's must comply with the requirements specified in this Request for Qualifications (RFQ). Lakin property also known as Alamar is the Owner/Developer in a 1,130-acre master planned development located in the City of Avondale., in Sections 23, 24, 25, and 26 of township 1 North, Range 1 West of the Gila and Salt River Base and Meridian, Maricopa County, Arizona. The work included in this RFQ is the subject of separate District Development, Financing Participation, Waiver and Intergovernmental Agreements for Alamar Community Facilities District No. 1. The Job Order Contracting will be with Brookfield Lakin LLC and not with City of Avondale, Almar Community Facilities District No. 1. A Pre-Submittal meeting is scheduled for Wednesday, August 5th, 2026 at 10:30 AM (Phoenix Local Time), at Brookfield Alamar Trailer 4714 S. El Mirage Rd, Avondale AZ 85323. This is not a mandatory meeting. All questions regarding the RFP must be submitted via email and will be due no later than 5:00 PM on Friday, August 12, 2026 via email to Mekin Sangoi at mekin.sangoi@brookfieldrp.com SOQs must be received by Thursday, August 20, 2026, at 11:00 AM (Phoenix Local Time) and should be directed to: Mekin Sangoi and hand delivered to Brookfield Residential, 14648 N.
