NOTICE AND CALL OF PUBLIC HEARING FOR THE CONSIDERATION OF A REZONING REQUEST FOR PROPERTY WITHIN THE CITY OF ALTOONA, IOWA
The Altoona City Council will hold a Public Hearing on Monday, September 15th, 2025 at 6:30 PM in the City Council Chambers at Altoona City Hall, 900 Venbury Drive, Altoona, Iowa. The meeting can also be joined via Zoom using the link below.
PUBLIC NOTICE IS HEREBY GIVEN THAT THE Altoona City Council will meet at the date, time, and place above set out. The tentative agenda for said meeting is as follows:
Consideration of a rezoning request from Melvin Quinn (property owner) to rezone the land generally located south of 25th Street NW and east of 34th Ave NW. The request is to rezone approximately 73.35 acres from A-1 (Agricultural District) to M-1 (Limited Industrial). The land is legally described as follows:
THE NORTH ½ OF THE NORTHWEST ¼ OF SECTION 11, TOWNSHIP 79 NORTH, RANGE 23 WEST OF THE 5TH P.M., LESS 3.5 ACRES OF ROAD ALONG THE WEST 50 FEET OF SAID SECTION 11 AND ALONG THE NORTH 33 FEET OF SAID SECTION 11 EXCEPT PARCEL "F" AS SHOWN ON RURAL SURVEY RECORDED IN BOOK 8676, PAGE 612 IN THE OFFICE OF THE POLK COUNTY RECORDER AND EXCEPT PARCEL 2019-141 AS SHOWN ON ACQUISITION PLAT RECORDED IN BOOK 17456, PAGE 286 IN THE OFFICE OF THE POLK COUNTY RECORDER, ALL BEING A PART OF THE CITY OF ALTOONA, POLK COUNTY, IOWA. PROPERTY SUBJECT TO ANY AND ALL EASEMENTS OF RECORD.
In accordance with Section 414.5, Code of Iowa, and in conjunction with the rezoning of the property legally described above, the property owner has agreed in writing, prior to the publication of the notice of public hearing, to the following conditions to be imposed upon the property in addition to all other regulations, and to be considered and enforced as any other zoning regulation:
The following principal permitted uses in the M-1 zoning shall not be allowed on the subject property:
Manufacturing, assembling, compounding, processing, packaging, or other comparable treatment of the following:Bakery goods, candy and food products including the following
a. Cereals
b. Dairy Products
c. Fish and meat processing
d. Flour milling (production)
e. Rendering or refining of fats and oil
f. Sauerkraut
g. Stock feed
h. Vinegar
i. Yeast
Z. Sawmill and planing mill, including manufacture of wood products not involving chemical treatment.
AA. Tire vulcanizing, retreading recapping, service and sales (warehousing, sales, and distribution of tires not to be excluded)
3(B). Public detention and correctional institutions, including penal institutions, residential correction facilities, medical detention facilities, or other similar facilities provided they are located at least 500 feet from any residential use.
Any person interested in said request may appear before the Altoona City Council at the time and place set above to voice their opinion either for or against said request.
