NOTICE AND EXPLANATION OF A PROPOSED
ACTION IN A 100-YEAR FLOODPLAIN
To: All Interested Agencies, Groups, and Individuals:
The City of Chillicothe has conducted an evaluation as required by Executive Order 11988 and 11990 to determine the potential effects that a decision to support an activity in a floodplain and wetland will have on the environment. The project being considered is the
Yoctangee Park Improvements, City of Chillicothe, and construction of civic splash pad.
The City of Chillicothe has determined that approval of the project will have no significant impact on the environment for the following reasons:
The City of Chillicothe with consultation of various entities has found no indication of significant impact based upon maps, surveys, and other analyses.
The proposed construction site is currently the only feasible financial and construction option due to the proximity to current infrastructure and other like options for the community.
Alternatives examined include not constructing, which has been concluded to have a negative impact on the community and use of space.
Mitigation proposed by the various agencies will be undertaken by the City if required.
Comments on the proposal project may be submitted to Ohio Valley Regional Development Commission within 7 days of the concurrent publication and dissemination of this notice. Comments can be received through October 7, 2025 (Note: this date is a 7-day comment period starting from the day after publication).

US Army Corps, Ohio EPA, Ohio DNR, US FWS, Ohio History Connection, Native American Tribes with interest in Ross County
