NOTICE OF ACTION (NOA)
BREMERTON SCHOOL DISTRICT CONSOLIDATED FACILITIES REPLACEMENT
1. Notice of Action (NOA): Notice is given under RCW 43.21C.080, that Bremerton School District took the action described in (2) below on February 18, 2026. Any action to set aside, enjoin, review, or otherwise challenge such action on the grounds of noncompliance with the provisions of chapter 43.21C RCW (State Environmental Policy Act) shall be commenced on or before April 8, 2026 (date no sooner than 21 days after 2nd newspaper publication). This notice will be published two times in the newspaper and filed with the Washington State Department of Ecology at its main office in Olympia prior.
2. Description of Action Taken: On February 18, 2026, Bremerton School District issued a Determination of Nonsignificance (DNS) for the Bremerton School District Consolidated Facilities Replacement project.
3. Description of Proposal: The proposal is for the replacement of the Bremerton School District facilities building on the same site. The proposal includes construction of a one-story building totaling approximately 18,000 SF. This building has two key areas, the main office space and the high-bay warehouse and maintenance space. The main office space is approximately 13,000 SF and contains offices, training spaces, conference rooms, and technical shops. The high-bay warehouse and vehicle maintenance space is approximately 5,000 SF and contains a mezzanine level for additional storage. A bus wash space will be adjacent to the building on the south end but will not be contained under the building envelope. This building will be constructed prior to demolition of the existing main building. The approximately 2,400 SF storage building is proposed to remain. The proposal also includes staff and bus parking stalls and a new stormwater detention system. The project proposes to change the current circulation pattern, with school buses and facility vehicles proposed to access the site via Bruenn Avenue and exit the site via Burwell Street. During construction, buses, drivers, and dispatch employees will be relocated to a temporary facility while the new building is under construction. The existing maintenance staff will remain in the existing building while the new building is being constructed. Once the new building is constructed, the maintenance staff will move to the new building, and the existing building will be demolished. The proposed project will staff approximately 50 employees. The existing facility staffs approximately 43 employees, for a total increase of approximately seven employees due to the integration of the IT department into the new facility.
4. Location of Proposal: The project site is located at 200 Bruenn Avenue and 5520 Burwell Street Bremerton, WA 98310, on parcel 3826-000-002-0004 (Section 16, Township 24, Range 1E (SE/4)).
5. Type of Environmental Review under SEPA: A Determination of Non-Significance (DNS) and Environmental Checklist were published and opened for review and public comment from February 18, 2026 through March 4, 2026. Prior to the DNS, a Notice of SEPA Consultation was issued and opened for review and public comment from January 26, 2026, through February 9, 2026. No public comments were received.
6. Availability of Document: The project SEPA checklist, DNS, and related plans and documents are available for public review during normal business hours at the Bremerton School District office located at 134 Marion Avenue North, Bremerton, WA 98312.
