Applicant: The applicant for this project is Agricultural Blending Company LLC. The applicant's authorized representative and mailing address is Matthew Bellissimo, CEO, Agricultural Blending Company LLC, 2860 Long Meadow Drive, Wellington, FL 33414. On June 10, 2025, (correct application fee received on June 24, 2025), the Florida Department of Health Palm Beach County (Health Department) received an initial air construction permit application. The Health Department issued a Request for Additional Information (RAI) on July 18,2025, and the applicant submitted the response on August 27, 2025.
Facility Location: Agricultural Blending Company LLC proposes to construct a facility under North American Industry Classification System (NAICS) Code of 424910 for Farm Supplies Merchant Wholesalers to be in Palm Beach County at 14833 50th Street South in Wellington, Florida.
Project: The proposed project is to install a pyrolysis process to produce biochar from the used equestrian bedding. The emission units in the pyrolysis process will consist of three (3) Biomass Energy Techniques (BET) Pyrolysis Rotary Drum (PRD49) units, an Amandus Kahl biochar pelletizer, and an Amandus Kahl combination dryer/cooler. Other material handling equipment will include a biomass screener prior to the PRD49 units, conveyors to carry the biomass or biochar through the process, closed intermediate storage containers, and a final bulk bag packaging operation. The screener, conveyor, and storage containers will be designed and supplied by Biomass Engineering & Equipment (BE&E). Each PRD49 unit will be capable of processing four (4) tons per hour or 8,000 pounds per hour of raw organic material input. The incoming throughput of the dryer/cooler will be a maximum of 4.6 tons per hour of biochar pellets with 25% moisture content, and the outgoing throughput will be a maximum of 3 metric tons per hour with 8% moisture content.
Controls: Prior to being exhausted from PRD49 unit, the syngas will pass through an afterburner where it will be combusted to minimize emissions. Exhaust from the intermediate section of the dryer/cooler will be combined with exhaust from the pelletizer and controlled by a cyclone centrifugal collector system prior to discharge.
The waste heat from the pyrolysis units will be used to produce steam in steam boilers. The steam will then be used to power ElectraTherm turbines to produce electricity. The PRD49 units are expected to be installed in stages, with the first unit installed in Quarter 1 of 2026, the second unit installed in Quarter 4 of 2026, and the third unit installed in Quarter 4 of 2027.
Process: Used equestrian bedding will be stored in an open top container, located inside a 10,000 square foot, covered storage shed. The bedding will then be conveyed through a screener to ensure only material with diameter between 0.25 and 1.5 inches are introduced to the three BET PRD49 pyrolysis units each with maximum feed capacity of 4 tons per hour.
The hot water exiting the condenser will be cooled by two Gunther adiabatic coolers, with maximum capacity of 1,500 gallons of water per minute. Approximately 1 ton per hour of biochar will be discharged from each of the three pyrolysis units (3 tons per hour of biochar in total), which will be conveyed to covered, intermediate storage. From the intermediate storage, the biochar will be conveyed to a pelletizer to create biochar pellets. After pelletization, the biochar will be dried then cooled in a combination belt dryer/cooler. The cooled biochar pellets are then conveyed to the final step of the process, which is bulk bag filling.
Emissions: The facility wide air emissions from this project are: 8.07 (Volatile Organic Compounds (VOCs)), 73.9 (Nitrogen Oxides), 1.92 (Carbon Monoxide), 72.9 (Particulate matter), 15.9 (Sulfur dioxide), and 1.03 (Hazardous air pollutants). All quantities are reported in tons per year (TPY).
