NOTICE OF AVAILABILITY
Draft Supplemental Environmental Assessment (SEA) and Draft Finding of No Significant Impact (FONSI) Addressing Proposed U.S. Customs and Border Protection Joint Permanent Air and Marine Operations Facility at Libby Army Airfield, Fort Huachuca, Cochise County, Arizona
U.S. Customs and Border Protection (CBP) Air and Marine Operations (AMO) has prepared a Draft FONSI and Draft SEA to document its consideration of the potential environmental impacts of a proposal to construct and operate a Joint Permanent Air Facility at Libby Army Airfield (LAAF), Fort Huachuca, in Sierra Vista, Cochise County, Arizona. CBP is preparing this Draft SEA as a National Environmental Policy Act (NEPA) analysis was previously completed for the same project site under the 2022 SEA. The scope of the Proposed Action initially changed earlier this year, with the number of personnel increasing from 100 to 144 personnel; however, following the previous public comment period, in October 2025, CBP AMO requested an additional increase in the total personnel, from 144 to 214 individuals. This SEA reflects the increase of personnel to 214 individuals as well as the associated increase in groundwater use resulting from the additional personnel. The increase in personnel to 214 individuals has triggered a need for additional environmental impact evaluation. The Proposed Action would provide improvements and repairs to the current temporary facility prior to construction of a new permanent facility that will eventually replace the temporary facility. Should the Proposed Action be approved, CBP AMO would also demolish existing temporary facilities following construction, subject to the availability of funding.
The Draft FONSI and Draft SEA have been prepared in accordance with the NEPA of 1969 and Department of Homeland Security Directive 023-01, Rev. 01, and Instruction Manual 023-01-001-01, Rev. 01
Publication of this notice begins a 30-day public review period. We look forward to and welcome your participation in this analysis. The public is invited to review and provide written comments regarding the Draft FONSI and Draft SEA. Both documents are available at: http://www.cbp.gov/about/environmental-management.
