FINAL ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT FOR
U.S. DEPARTMENT OF VETERANS AFFAIRS
Proposed Construction and Operation of an Outpatient Clinic in
Clarksville, Tennessee
The U.S. Department of Veterans Affairs (VA) has prepared a Final Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for a Proposed Action to award a lease to a private entity that would construct an outpatient clinic (OPC) for VA to lease and operate in Clarksville, TN. The purpose of the Proposed Action is to provide outpatient health care services to area Veterans. The Proposed Action is needed to provide enhanced and expanded primary care, mental health services, and add a comprehensive array of specialty care outpatient services. The Proposed Action would address current, and future projected healthcare capacity, service gaps, and operational inefficiencies. VA evaluated four Proposed Action alternatives at three sites and would select one for the new Clarksville OPC.
1) Alternatives A1 and A2 - North Edgewood Place (68 acres)
2) Alternative B - 501 Dunlop Lane (20 acres)
3) Alternative C - Rufus Johnson Boulevard and Highway 76 (48 acres)
VA prepared the Final EA and FONSI according to the National Environmental Policy Act (NEPA) of 1969 (42 U.S. Code § 4321 et seq.). The Final EA examines the potential environmental effects from implementing the Proposed Action and the No Action Alternative. VA concluded that implementing the Proposed Action will not have a significant adverse environmental impact; therefore, an environmental impact statement is not required.
The Final EA and FONSI are available on the VA website at https://www.cfm.va.gov/environmental/. Hard copies are available at the Clarksville-Montgomery County Public Library – Main Library located at 350 Pageant Lane, Suite 501, Clarksville, TN 37040. VA previously published and distributed the Draft EA for a 30-day public comment period as announced by a Notice of Availability published in The Leaf Chronicle on November 14 and 16, 2025. Review copies of the Draft EA were made available online at https://www.cfm.va.gov/environmental/index.asp and at the Clarksville-Montgomery County Public Library.
