NOTICE OF CONTINUED PUBLIC HEARING
FOR AMENDMENT TO CONDITIONAL USE
The East Stroudsburg Borough Council will hold a Continued Public Hearing on May 7, 2026, commencing at 7:00 p.m., prevailing time, at the East Stroudsburg Municipal Building, located at 24 Analomink Street, East Stroudsburg, PA 18301, to amend the April 17, 2018 Conditional Use Decision and Order for EAST STROUDSBURG UNIVERSITY OF THE STATE SYSTEM OF HIGHER EDUCATION OF THE COMMONWEALTH OF PENNSYLVANIA AND THE DEPARTMENT OF GENERAL SERVICES ("ESU"), for the property located between University Circle, Normal Street, and across Center Street, East Stroudsburg, Monroe County, PA 18301, bearing Tax Parcel Nos. 05-1.2.7.8-2 and 05-1.2.7.8-1, which authorized the development and construction of the Keystone Information Commons Project ("Project") on a parcel greater than one acre, pursuant to Condition No. 37, which initial duly advertised hearing was held on April 27, 2026, on a request to modify Condition No. 2 to change the term for completion of the Project until January 17, 2027 and was continued to take testimony and documentary evidence on the more specific request of: 1) extending the time for completion of the Project until June 15, 2027 to allow for growing season; 2) modifying the Phase 1 Improvements to allow various Phase 1 Required Improvements to be completed in Phase 2 to include a) construction of sidewalk and crosswalk improvements at the corner of Smith and Center Street, b) completion of stormwater improvements, c) restriping and reconfiguring parking spaces, d) completion of outdoor lighting and seating areas, and e) installation and/or removal of traffic signage; 3) approve a Schedule of Completion for all remaining Phase 1 and Phase 2 work to be accomplished by June 15, 2027; and 4) approving changes to the Preliminary/Final Land Development Plan for insertion into Phase 1 As-Built Drawings; all to support ESU's request for a Temporary Zoning Certificate of Occupancy for Phase 1 of the Project.
