NOTICE OF DECISION
Please take notice that the Borough of Haddonfield Planning Board ("Board") has granted an application for development filed by Kelly Builders, Inc. ("Applicant") regarding real property with a street address 25-27 Wilkins Avenue and designated as Block 118, Lot 3.10 on the municipal tax map. The Board granted preliminary and final major site plan approval to permit the demolition of the existing building and construction of two townhomes in its place.
The Board also approved the following variances under the municipal land use ordinance:
1. Per §135-38E(18)(f), min/max footprint area is 800 SF/1,025 SF. The building footprint area for each individual townhome unit meets the requirements, however, the total footprint exceeds the maximum permitted in this area.
2. Per §135-38E(18)(f), the building width shown is 48 FT for both, with each unit 24 FT wide. The overall building does not meet the requirements above; however, each townhouse unit is in compliance.
3. Per §135-38E(18)(f), the end units for townhomes shall each have a side yard and rear yard. Per the D(3) requirements, the permitted side yard is 0 FT; the Board approved a side yard of 4.9 FT for each unit.
4. Per §135-38.D(3)(b)(5) The general D(3) zoning district requirements state that parking placement shall be in the rear only for both covered and uncovered parking. Garage parking faces Wilkins Avenue with no parking access at the rear.
5. Per §135-38C(4)(b), the minimum area of window and door openings on any wall shall be 30% of the area of the wall. For commercial uses or wall facing streets, the glazed area must be greater than 70% with a maximum sill height of 30 inches above sidewalk grade.

6. Per §135-38D(3)(b)[6][e] the minimum area of doors and windows in the D3 zone is 30%.

The Board granted this application on August 5, 2025 and its decision was memorialized in a written resolution that the Board adopted on September 30, 2025. A copy of the memorializing resolution is filed in the office of the municipal administrative officer. A copy is available to any interested party for a reasonable fee and is available for public inspection during municipal business hours.
