NOTICE OF DECISION
PLEASE TAKE NOTICE that, at a public hearing on October 27, 2025, the Clinton Township Zoning Board of Adjustment approved the Application of New Jersey American Water Company, Inc. (the "Applicant") for an extension of time until June 30, 2026, to obtain a Certificate of Occupancy for previously approved modifications and upgrades to a public utility waste water treatment plant known as the Glen Meadows WTP, which is located on a 17.5 acre property, located within a Rural Residential (RR-4) Zoning District, at 19 Walden Drive, and which is more particularly known as Block 87, Lot 13, on the Official Tax Maps of Clinton Township, Hunterdon County (the "Property"). The Zoning Board adopted Resolution No. 2025-05 on March 16, 2025, memorializing that Approval.
The Board's prior approvals, memorialized by the adoption of Resolution 2021-11 on February 21, 2022, granted d.2 Use Variance Approval, Preliminary and Final Site Plan Approval, and Bulk Variance Approval and allows the now completed expansion of the Glen Meadows WTP.
The now completed development involved a 576 S.F. treatment building to house filters, a chemical feed system, laboratory and bathroom, with an associated pump station, a valve/meter chamber, disinfection system, post aeration tank and sludge holding tank. The former treatment building on the Property is now used to house blowers and electrical systems and the development also included associated piping, and other utility facilities, an emergency generator, new fence and access gate with improvements to the gravel access drive and walkways and a concrete apron around the influent tank covers.
The prior approvals also included Bulk Variance Approvals to allow (i) a rear yard setback of 120.71+/- feet from the proposed new accessory building and the existing principal rear yard setback of 181.47 feet when a minimum rear yard setback of 250 feet is required within the RR-4 Zoning District by Ordinance Section 165-86 (Attachment 3; and (ii) the replacement of the existing eight (8) foot high security fence when fences may be a maximum of seven (7) feet in height by Ordinance.
