NOTICE OF FILING OF APPLICATION FOR CAMA MAJOR DEVELOPMENT PERMIT The Department of Environmental Quality hereby gives public notice as required by NCGS 113A-119(b) that the following applications were submitted for a development permit in Areas of Environmental Concern as designated under the CAMA: On March 6, 2026, Pipers Pura Vida, LLC proposed to install a new 82' vinyl bulkhead 2ft waterward of the existing wooden bulkhead & demo the existing private docking facility to install a new three (3) slip docking facility at 4 Pipers Neck, adj. to Banks Channel, Figure Eight Island, Wilmington, New Hanover County; And on March 9, 2026, Michael & Emily Ellis proposed to construct a new one (1) slip docking facility with sling lift and 1110' access pier at 101 N Harbor Dr., adj. to Topsail Sound in Hampstead, Pender County. Dept. of Environmental Quality, Division of Coastal Management, 127 Cardinal Drive Ext., Wilmington, NC 28405, during normal business hours. Comments mailed to Tancred Miller, Director, Division of Coastal Management, 400 Commerce Avenue, Morehead City, NC 28557-3421, prior to April 3, 2026 will be considered in making the permit decision. Later comments will be accepted and considered up to the time of permit decision. Project modification may occur based on review and comment by the public and state and federal agencies.
