NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS March 13, 2026 City of San Buenaventura 501 Poli St, Rm. 130 Ventura, CA 93001 805-658-4718 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of San Buenaventura (the City). REQUEST FOR RELEASE OF FUNDS On or about April 6, 2026, the City of San Buenaventura (City or Ventura) will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Economic Development Initiative - Community Project Funding/Congressionally Directed Spending awards known as Community Project Funding (CPF) grants, as amended, to undertake a project known as the State Water Interconnection Project for the purpose of connecting the water system of the City of Ventura, CA to state water resources. The proposed project consists of an approximately 4.3 mile pipeline that will connect the City to State Water Project (SWP) infrastructure and enable delivery of the City's SWP entitlement. The construction notice to proceed is planned for Summer 2026. The Project consists of the City's portion of the project which includes a connection to the Calleguas portion of the pipeline at Santa Clara Avenue, a pipeline approximately 4 miles in length which includes a river crossing, up to two turnouts for future connection(s) by United Water Conservation District (United), a blow off outlet to connect to United's groundwater spreading basin, a flow and pressure control station, a bidirectional metering station, a connection to the City's water distribution system, approximately 5,000 linear feet (lf) of chemical feed pipe(s), and a blending/monitoring station located at the City's existing Saticoy Conditioning Facility. The 4 miles of pipeline would be constructed using both open trench and trenchless methods to minimize impacts during construction. The recommended trenchless methods of construction would consist of horizontal directional drilling (HDD) below the Santa Clara River (SCR) and jack and bore construction at key intersections. FINDING OF NO SIGNIFICANT IMPACT The City of San Buenaventura has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at https://cpd.hud.gov/cpd-public/environmental-reviews. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to Ventura Water, the City's water and wastewater department. All comments received by April 1, 2026 will be considered by the City of San Buenaventura prior to authorizing submission of a request for release of funds. Comments should be addressed to Gina Dorrington, Ventura Water General Manager, gdorrington@cityofventura.ca.gov. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The City of San Buenaventura certifies to HUD that Bill Ayub in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of San Buenaventura to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the City of San Buenaventura's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of San Buenaventura; (b) the Responsible Entity has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at Los Angeles Field Office, 300 N. Los Angeles Street, Suite #4054, Los Angeles, CA 90012. Potential objectors should contact HUD/State to verify the actual last day of the objection period.
