NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Florida Housing Finance Corporation.
REQUEST FOR RELEASE OF FUNDS
On or about November 25, 2025, the Florida Housing Finance Corporation (FHFC) will submit a request to the Florida Department of Commerce, Office of Long-Term Resiliency, for the release of Community Development Block Grant – Disaster Recovery (CDBG-DR) funds, pursuant to 24 CFR Part 58, under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project known as Kupfrian Manor located at 1110 W. Moreno St., Pensacola, Escambia County, FL 32506. The project, located in an area designated for Hurricane Sally, involves the construction of one Mid-Rise, 4-story residential building with 94 units (47 one-bedroom/one-bathroom and 47 two-bedroom/two-bathroom). The central portion of the project development will include 99 parking spaces and five (5) accessible spaces, a stormwater retention area in the southeast portion, and an amenity building in the southwest portion of the site. The project's cost of $32,147,588 will be funded with $7,855,574 in CDBG-DR funds; $700,000 in Local CDBG funds; $16,500,000 in Local HFA Bonds; $1,000,000 regulated mortgage; $1,921,902 in Non-Competitive Housing Credits; and $4,170,112 in deferred fees/costs. The environmental review, conducted under 24 CFR Part 58, encompasses the entire project.
FINDING OF NO SIGNIFICANT IMPACT
FHFC has determined that the Kupfrian Manor project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. The Environmental Review Record is on file at FHFC, 227 North Bronough Street, Suite 5000, Tallahassee, FL 32301-1329, and may be examined or copied weekdays from 9:00 AM to 4:00 PM, excluding recognized Federal and State holidays.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Florida Housing Finance Corporation, 227 North Bronough Street, Suite 5000, Tallahassee, FL 32301-1329, Attention: Ms. Angeliki Sellers or via e-mail at ERRComments@floridahousing.org. All comments received by November 24, 2025, will be considered by the Florida Housing Finance Corporation prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
FHFC certifies to the Florida Department of Commerce, as the responsible entity under 24 CFR Part 58, that Ms. Angeliki Sellers, in her capacity as Chief Financial Officer and duly authorized Certifying Officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Florida Commerce's approval of the certification satisfies the environmental review requirements under NEPA and related laws and authorities and allows FHFC to use CDBG-DR Program funds.
OBJECTIONS TO RELEASE OF FUNDS
Florida-Commerce will accept objections to its release of funds and the Florida Housing Finance Corporation's certification for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Florida Housing Finance Corporation; (b) the Florida Housing Finance Corporation has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, or incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Florida-Commerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Florida-Commerce Office of Long-Term Resiliency, CDBG-DR Program, 107 East Madison Street, Tallahassee, FL 32399. Potential objectors should contact the Florida-Commerce to verify the actual last day of the objection period.
