These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Tennessee Housing Development Agency.
REQUEST FOR RELEASE OF FUNDS
On or about 5/4/2026, the Tennessee Housing Development Agency will submit a request to the U.S. Department of Housing and Urban Development (HUD) or its authorized representative, the Tennessee Housing Development Agency (THDA), for the release of Project-Based Voucher (PBV) funds under Section 8 of the United States Housing Act of 1937, as amended, to undertake a project known as:
Project Name: Eastpoint Flats
Purpose and Location: 323-unit multifamily rental housing project located at 501 S 2nd St, Nashville, TN 37213
Estimated Total Cost: $164,000,000
Funding Source(s): Project-Based Voucher (PBV) assistance under Section 8
FINDING OF NO SIGNIFICANT IMPACT (FONSI)
The Tennessee Housing Development Agency has determined that the project will have no significant impact on the human environment under the National Environmental Policy Act of 1969 (NEPA). Therefore, an Environmental Impact Statement under NEPA is not required. Additional project information is contained in the Environmental Review Record (ERR) file at Andrew Jackson Building, Third Floor, 502 Deaderick Street, Nashville, TN 37243, Rental Assistance Division, and may be examined or copied on weekdays from 8:00 a.m. to 4:30 p.m.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to, Tennessee Housing Development Agency, Section 8 Rental Assistance Division or via email at jscott@thda.org. All comments received by 5/19/2026 will be considered by the Tennessee Housing Development Agency prior to authorizing submission of a request for release of funds.
RELEASE OF FUNDS
The HUD/Tennessee will accept objections to its release of funds and the Tennessee Housing Development Agency's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later). Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD/Tennessee at U.S. Department of Housing and Urban Development, 701 Broadway, Nashville, TN 37203, Attention: Public and Indian Housing.
