
NOTICE OF FUNDING AVAILABILITY AND REQUEST FOR PROPOSALS
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, HOME INVESTMENT PARTNERSHIPS PROGRAM, AND PERMANET LOCAL HOUSING ALLOCATION PROGRAM
The City of Tulare is requesting applications for activities through Community Development Block Grant (CDBG) Program, HOME Investment Partnerships (HOME) Program, and/or Permanent Local Housing Allocation (PLHA) Program. CDBG funds must be used to develop viable urban communities through activities and projects that provide decent housing, a suitable living environment, and/or expand economic opportunities. Principal beneficiaries must be low- and moderate-income households and special needs populations. HOME funds support a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing utility and rental assistance to low-income households. And, PLHA funds support various activities that help cities meet their local housing needs, including services for people experiencing homelessness, down payment assistance, and home modifications for people with disabilities.
At minimum, proposed activities and projects must correspond with the City of Tulare's current 2025-2029 Consolidated Plan and comply with applicable program regulations and requirements. Prioritized CDBG, HOME, and PLHA activities and projects include:
Case Management and Housing Navigation for people experiencing homelessness
Street, Sidewalk, and Utility System Improvements in designated areas of the City
Minor and Substantial Rehabilitation of Owner-Occupied Single-Unit Residential Homes
Tenant Based Rental Assistance for low-income households
Downpayment Assistance for income eligible prospective homebuyers
The City is also requesting input from residents and other stakeholders on community needs and objectives for CDBG, HOME, and PLHA Programs. City staff and City Management will evaluate applications and recommend activities to the City Council and the public for review and comment on or before April 10th, 2026. The City Council will hold a public hearing during a regular meeting on May 19th, 2026, to review and approve proposed activities that may begin on or after July 1st, 2026.
Entities and individuals interested in submitting a proposal for CDBG, HOME, and/or PLHA grant funds may acquire an application from the Community Development Department webpage at https://www.tulare.ca.gov/government/departments/community-development/housing-grants-services/contract-opportunities, the City's Bids and Proposals webpage at https://www.tulare.ca.gov/government/departments/finance/bids-and-proposals or at the customer service desk on the first floor in City Hall located at 411 E. Kern Avenue, in Tulare, CA 93274.
Applications are available beginning Thursday, March 5th, and must be received via email at housing@tulare.ca.gov or by mail no later than 12:00 PM on Friday, April 3rd, 2026. Applications will not be accepted after this deadline. It is encouraged that all applicants attend a public meeting on Wednesday, March 11th or March 18th. The March 11th meeting will be held at the Tulare Public Library Charter Room, and the March 18th meeting will be held at City Hall's City Manager's Conference Room. Each meeting begins at 4:00 PM.
