
NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION FOR BUBBLING WELLS ELEMENTARY SCHOOL
MODERNIZATION PROJECT
Notice is hereby given that the Palm Springs Unified School District (PSUSD), as the Lead Agency under the California Environmental Quality Act (CEQA), has completed an Initial Study (IS) and proposes the adoption of a Mitigated Negative Declaration (MND) for the Bubbling Wells Elementary School (BWES) Modernization Project as described below:

Project Name: Bubbling Wells Elementary School Modernization Project
Project Description: PSUSD proposes modernizing BWES, including replacing existing modular and portable classroom buildings with new, permanent one-story buildings, renovating and modernizing the existing permanent buildings, developing new hardcourt play areas, playgrounds, and athletic fields, and improving landscaping throughout the campus. The Project would provide necessary educational, safety, and accessibility upgrades while improving the campus layout and aesthetics.
Project Location: BWES is located at 67501 Camino Campanero in unincorporated Riverside County, south of the City of Desert Hot Springs. The campus is bound by Camino Campanero to the north, Bubbling Wells Road to the east, Avenida Florencita to the west, and single-family residential neighborhoods to the south. Vacant, undeveloped land is located north and west of the campus.
The Proposed MND and IS were completed in accordance with the State CEQA Guidelines implementing the California Environmental Quality Act. On the basis of the Initial Study, District Staff has determined the Project, with the incorporation of mitigation measures, will not have a significant effect on the environment, and has therefore prepared a Proposed Mitigated Negative Declaration. The MND and IS reflect the independent judgment of the Lead Agency.
The Project site IS NOT on a list compiled pursuant to Government Code section 65962.5.
The proposed project site IS NOT considered a project of statewide, regional or areawide significance.
The proposed project WILL NOT affect highways or other facilities under the jurisdiction of the State Department of Transportation.
A scoping meeting WILL NOT be held by the lead agency.
Copies of the Proposed MND and IS are on file and are available for public review online at www.psusd.us and at the offices of the PSUSD, located at 150 District Center Drive, Palm Springs, CA 92264.
The review period for this project starts on December 10th, 2025 and ends on January 9th, 2026. Comments will be received until January 9th, 2026. Any person wishing to comment on this matter must submit such comments, in writing, to the District prior to this date. Comments of all Responsible Agencies are also requested.
The Board of Education for PSUSD, as the Lead Agency, will consider adoption of the Proposed MND and approval of the Project at a meeting to be scheduled later.
