NOTICE OF INTENT TO ADOPT A
MITIGATED NEGATIVE DECLARATION OR NEGATIVE DECLARATION
AND NOTICE OF PUBLIC HEARING BY
THE SHASTA-TEHAMA-TRINITY JOINT COMMUNITY COLLEGE
DISTRICT BOARD OF TRUSTEES
NOTICE IS HEREBY GIVEN that the Shasta-Tehama-Trinity Joint Community College District Board of Trustees will consider recommended environmental determinations and hold a public hearing on whether to adopt, conditionally adopt, or deny the proposed Shasta College Facilities Master Plan Amendment Two (Project) Initial Study & Mitigated Negative Declaration described in this notice. A public hearing to consider the Project will be held on Wednesday, April 15, 2026, with the session beginning at 6:30 p.m., or as soon thereafter as the business of the District Board of Trustees will allow. The public hearing will be conducted at the Shasta College Community Leadership Center, 1401 California Street, Board Room, 5th Floor, Redding, California.
Based on a preliminary analysis, the Shasta-Tehama-Trinity Joint Community College District Board of Trustees, as lead agency, intends to adopt a Mitigated Negative Declaration (MND) for the Project. An MND is a statement that a project will not result in a significant adverse effect on the environment.
The Shasta-Tehama-Trinity Joint Community College District Facilities Master Plan 2014-2030 recommended projects as funding became available. The District amended the 2014-2030 Master Plan and adopted the May 2018 Facilities Master Plan Amendment One, which proposed projects within 250 acres of the 337-acre Shasta College Campus. Measure H bond funding would be the primary source of funding for existing building and infrastructure demolition and renovations, new building and infrastructure construction, and proposed future building sites with infrastructure.
The Shasta College Facilities Master Plan Amendment Two, also within the boundaries of the Facilities Master Plan Amendment One, proposes several new projects on 25.12 acres, also to be mainly funded by Measure H bonds, in three distinct Study Areas. Additional Training Facilities are proposed within the approximate 3.50-acre Study Area 1, located within the Fire Training Center boundaries. Proposed for Study Area 2, encompassing about 14.32 acres, are additional Fire Training Facilities, an Emergency Vehicle Obstacle Course (EVOC), an Apparatus Building, and expansion of the existing Stormwater Retention Pond. Student Housing is proposed in two phases on approximately 7.3 acres in Study Area 3. Currently, a 45,000-square-foot dormitory is proposed for each phase. Phase 1 is around 3.9 acres, and Phase 2 is approximately 3.4 acres.
A 20-day public review period for the proposed Initial Study and MND begins on Tuesday, March 10th, and ends on Monday, March 30, 2026. ALL INTERESTED PARTIES are encouraged and invited to submit written comments regarding the proposed actions or be present at the public hearing to be held regarding the actions to be considered, including, but not limited to, the proposed Project, and the finding that the Final Initial Study & MND has been completed in compliance with CEQA. To ensure consideration by the District Board, all written material concerning the proposed Project should be submitted to the Shasta College Administrative Office, Building 5000, Room 5102, 11555 Old Oregon Trail, Redding, California 96003, or via e-mail to tmarkword@shastacollege.edu as soon as possible and no later than three days prior to the hearing.
All items presented to the District Board of Trustees before or during a public hearing, including but not limited to letters, e-mail, petitions, photos, or maps, become a permanent part of the record and must be submitted to the Recorder of the District Board of Trustees. It is advised that the presenter bring eleven (11) copies of materials presented to the District Board of Trustees, that the presenter create copies in advance for their own records, and that all written material concerning the proposed actions is requested to be submitted to the Shasta College Administrative Services Office as soon as possible and no later than three days prior to the hearing.

The Staff Report for the Project and Initial Study & MND will be available no later than Friday, April 10th, at 5:00 p.m. Written information for the District Board of Trustees may be submitted to Ms. Markword.
