On or about March 24, 2026 the City of Fort Collins will submit a request to the U.S. Department of Housing and Urban Development for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et seq.) as amended, to undertake a project known as:
Project Title: Windtrail Park Rehabilitation
Purpose: Rehabilitation of a multi-family property consisting of a community building and 13 residential buildings containing 50 residential units. Scope of the project will include complete interior rehabilitation of all residential units, replacement/updating of major systems, energy efficiency upgrades and installation of high efficiency washers and dryers. Exterior work will include siding repair and painting, door and window replacement, accessibility improvements to the sidewalk, updating exterior lighting and adding trash enclosures. The community building will be renovated to add a 2nd floor to provide on-site staff offices, allowing for expanded resident services on the first floor.

Estimated Cost: The total development budget for this project is approximately $18,500,000. Estimated federal assistance is anticipated as follows: $1,000,000 Community Development Block Grant Funds.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of Fort Collins. All comments received by March 23, 2026, will be considered by the City of Fort Collins prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The City of Fort Collins, Housing and Community Vitality Department, certifies to the U.S. Department of Housing and Urban Development that Chad Wright, in his capacity as the Housing and Community Vitality Department Director and Designated Certifying Officer for the City of Fort Collins consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The U.S. Department of Housing and Urban Development's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Fort Collins Housing and Community Vitality Department to use HUD program funds.
OBJECTIONS TO THE RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City of Fort Collins' certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Fort Collins (b) the City of Fort Collins has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Noemi Ghirghi, CPD Region VIII Director, at CPDRROFDEN@hud.gov. Potential objectors should contact CPDRROFDEN@hud.gov the actual last day of the objection period.
