NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS July 24, 2026 City of Lafayette and the Lafayette Housing Consortium Lafayette Housing Authority, Federal Grant Administrator 2601 Greenbush Street Lafayette, Indiana 47904 (765) 771-1300 On or about August 9, 2026, the City of Lafayette, acting as lead agency for the Lafayette Housing Consortium, will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnerships Program (HOME) funds under Section 288 (42 U.S.C 12838) of Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, to undertake projects known as housing rehabilitation and construction, Homeownership Activities, and Rental Activities for the purpose of supporting affordable, quality housing, in the amount of approximately $360,000. The projects will be located in Tippecanoe County, Indiana. Tier 1 Broad Review Project Title: Habitat for Humanity Homeownership PY26 Purpose: To construct or rehabilitate affordable housing within Tippecanoe County, Indiana. Location: Lafayette Housing Consortium areas of Tippecanoe County Project Description: This project is the acquisition and new construction or rehabilitation of single-family homes within the Lafayette Housing Consortium area for sale to income eligible homebuyers. Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known. Level of Environmental Review Citation: 24 CFR 58.35(a)(4) Tier 2 Site Specific Review: The site-specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review: Flood Disaster Protection Act of 1973 and National Flood Insurance Reform Act of 1994, 42 USC 4001-4128 and 42 USC 5154a; Executive Order 11988, particularly section 2(a), 24 CFR Part 55; National Historic Preservation Act of 1966, particularly sections 106 & 110, 36 CFR Part 800; Noise Control Act of 1972, as amended by the Quiet Communities Act of 1978, 24 CFR Part 51, Subpart B. Mitigation Measures/Conditions/Permits (if any): When project areas are determined, site-specific reviews will determine if the site is not: 1. Within a FEMA-designated Special Flood Hazard Area; 2. Meets approval of local and state historical authorities, and; 3. Evaluating project areas for noise generators and measuring acceptable separation distances. Estimated Project Cost: $639,000 Total / $360,000 HOME In addition, on or about August 8 2026, the City of Lafayette acting as lead agency for the Lafayette Housing Consortium, will submit a request to HUD for the release of Community Development Block Grant (CDBG) funds under Title I Section 103 of the Housing and Community Development Act of 1977, as amended, to undertake projects known as Public Infrastructure Improvements, Public Facility Improvements, and Housing Rehabilitation Activities for the purpose of assisting a range of community development projects, in the amount of approximately $259,278.60. The projects will be located in Lafayette, Indiana. Tier 1 Broad Review Project Title: Housing Rehabilitation Activities - PY26 - SHARP Purpose: To enable senior homeowners to remain in their homes by providing minor repairs. Location: City of Lafayette, Indiana. Project Description: This project provides minor repairs to enable senior homeowners to remain in their homes. Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known. Level of Environmental Review Citation: 24 CFR 58.35(a)(3)(i) Tier 2 Site Specific Review: The site-specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review: Clear Zones and Accident Potential Zones, 24 CFR Part 51, Subpart D; Flood Disaster Protection Act of 1973 and National Flood Insurance Reform Act of 1994, 42 USC 4001-4128 and 42 USC 5154a; Executive Order 11988, particularly section 2(a), 24 CFR Part 55; National Historic Preservation Act of 1966, particularly sections 106 & 110, 36 CFR Part 800; Noise Control Act of 1972, as amended by the Quiet Communities Act of 1978, 24 CFR Part 51, Subpart B. Mitigation Measures/Conditions/Permits (if any): When project areas are determined, site-specific reviews will determine if the site is not: 1. Within 15,000 feet of a military airport or 2,500 feet from a civilian airport; 2. Within a FEMA-designated Special Flood Hazard Area; 3. Meets approval of local and state historical authorities, and; 4. Evaluating project areas for noise generators and measuring acceptable separation distances. Estimated Project Cost: $235,307 Total / $60,000 CDBG Tier 1 Broad Review Project Title: Public Infrastructure Improvements - Streetlights PY26 Purpose: To replace or add energy efficient lighting in low-income census tracts. Location: City of Lafayette, Indiana. Project Description: This project identifies low-income census tracts with lighting needs and installs or replaces streetlights with energy efficient lighting for safer neighborhoods. Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known. Level of Environmental Review Citation: 24 CFR 58.35(a)(1) Tier 2 Site Specific Review: The site-specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review: Subpart D; Flood Disaster Protection Act of 1973 and National Flood Insurance Reform Act of 1994, 42 USC 4001-4128 and 42 USC 5154a; Executive Order 11988, particularly section 2(a), 24 CFR Part 55; National Historic Preservation Act of 1966, particularly sections 106 & 110, 36 CFR Part 800. Mitigation Measures/Conditions/Permits (if any): When project areas are determined, site-specific reviews will determine if the site is not: 1. Within a FEMA-designated Special Flood Hazard Area, and; 2. Meets approval of local and state historical authorities. Estimated Project Cost: $20,000 Total / $20,000 CDBG The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for these projects is on file at the Lafayette Housing Authority. PUBLIC COMMENTS Any individual, group, or agency may submit written comments, by e-mail, on the ERR to the Lafayette Housing Authority, Federal Grant Administrator for the City of Lafayette's CDBG Program at CDBG@lha.lafayette.in.gov and for the Lafayette Housing Consortium's HOME Program at HOME@lha.lafayette.in.gov. All comments received by 4:30 PM August 8, 2026 (15 days), will be considered by the City of Lafayette prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION The City of Lafayette certifies to HUD that Tony Roswarski, in his capacity as Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Lafayette to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the City of Lafayette's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Lafayette; (b) the City of Lafayette has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76, and shall be addressed to the Indianapolis HUD CPD Office at cpdrrofind@hud.gov, or delivered to HUD at U.S. Department of Housing and Urban Development Office of Community Planning and Development at 575 North Pennsylvania Street, Suite 655, Indianapolis, Indiana 46204.
