NOTICE OF INTENTION TO CIRCULATE RECALL PETITION TO THE HONORABLE Jose Luis Barajas: Pursuant to Section 11020, California Elections Code, the undersigned registered qualified voters of District 1 in the City of Salinas, in the State of California, hereby give notice that we are the proponents of a recall petition and that we intend to seek your recall and removal from the office of City Councilmember, District 1, in City of Salinas, California. The grounds for the recall are as follows: We, the undersigned voters of District 1, seek the recall of Councilmember José Luis Barajas because we believe he has failed to represent the people who elected him. His voting record and conduct reflect priorities that do not align with the needs of our community. Rather than working constructively with fellow councilmembers, Councilmember Barajas has repeatedly demonstrated an inability or unwillingness to collaborate. Instead of focusing on solutions, he has engaged in divisive conduct and public attacks that undermine effective governance and distract from the urgent issues facing District 1. We are further concerned by the influence of special interest groups that supported his campaign. We believe his actions on the council have too often benefited those interests at the expense of everyday residents. Equally troubling is his consistent lack of accessibility. Councilmember Barajas routinely fails to respond to constituents emails, and remains silent when residents seek accountability. This pattern sends a clear message that the voices of District 1 are not a priority. This recall is about accountability.
