GILBERT AVE COMPLETE STREET – PID 115756 LPA PROJECT
SCOPE OF WORK
The City of Cincinnati seeks qualified bidders for the Gilbert Avenue Complete Street Project PID 115756, BID REFERENCE NUMBER 263C909242. This contract includes right-sizing Gilbert Avenue from Court Street in the south to MLK in the North. The work includes full repaving and rehabilitation of existing pavement on Gilbert Avenue, replacing 8 traffic signals and updating 5 more signals, installing upgraded bus stops, installing bump outs at intersections to shorten crosswalk lengths, drainage improvements and add protected bike lanes. Bidders should contact the Office of the City Purchasing Agent at 513-352-3209 to obtain copies of bidding documents or visit the City's Vendor Self Serve website at http://vss.cincinnati-oh.gov. Vendor registration is required.
FEDERAL DBE REQUIREMENTS
This is an LPA Project funded in part by the Federal Highway Administration through the ODOT Local-Let process and is subject to Federal Disadvantaged Business Enterprise (DBE) Program requirements and is funded in part also by the SORTA Metro Transit Infrastructure Fund . Please note, any bids received without the electronic submission of the DBE Utilization Plan at or before the time of bid, will be deemed unresponsive. Again, the DBE Utilization Plan must be filled out completely and submitted electronically at or before the time of bid opening. All bidders must be ODOT pre-qualified for type of work specified and must comply with all applicable federal requirements.
BID SUBMISSIONS
Bidders must submit bids electronically through the City's Vendor Self Service website. Bidders must be registered to submit a bid. Bidders can register and submit bids at https://vss.cincinnati-oh.gov/webapp/VSSPROD/AltSelfService. Bids will be received until Wednesday, April 22, 2026, at 12:00 noon local time. This bid will not be read publicly. No hard copies of bids will be accepted. Bids must be accompanied by a bid surety of not less than 10% of the bid amount and the successful bidder will be required to provide a performance surety of not less that 100% of the contract value. All bidders will be subject to the provisions in the City of Cincinnati Municipal Code regarding the Equal Employment Opportunity Program contained in Chapter 325 (Ordinance 331-1999) of the Cincinnati Municipal Code.
