NOTICE OF PUBLIC COMMENT PERIOD
City of Great Falls Public Comment Period for Proposed Demolition
Notice is hereby given that the City of Great Falls (City) is issuing Community Development Block Grant (CDBG) funds to Neighborworks of Great Falls (NWGF) to complete a blight removal project. The project entails purchase and demolition of the lot and home, located at 1118 2nd Ave S., Great Falls, MT, 59405.
The City has completed an environmental review of the project, per the Department of Housing and Urban Development (HUD) guidelines, and determined that the subject property is eligible for listing in the National Register of Historic Places. Pursuant to 36 C.F.R. § 800.6, the City has consulted with the Montana State Historic Preservation Office (SHPO) and the Advisory Council for Historic Preservation (ACHP) to determine the effects of the project on the subject property. The SHPO concurred with the City that the project would have adverse effects on the property, and determined that the City, NWGF, and the SHPO would enter into consultation to execute a Memorandum of Agreement (MOA) to mitigate for adverse effects. As the subject property is in a deteriorated state, the project still intends to demolish the home. The proposed mitigation methods include documenting the property on a webpage that will be linked to NWGF's home webpage. The documentation will include photos of the property, a link to the property's historic site form, and a written context of the surrounding neighborhood and how this property contributes to the broader historical patterns of the area.
The City invites any interested member of the public to provide comments on the project and the proposed mitigation plan. The 15-day comment period will commence on June 14, 2026 and end on June 29, 2026. Comments may be sent via U.S. Mail to Tom Hazen, Grant Administrator, P.O. Box 5021, Great Falls, MT 59403 or via email to thazen@greatfallsmt.gov before 8:00 AM on Monday, June 29, 2026. Include Public Comment for 1118 2nd Ave S. in the subject line, and include the name of the commenter and either an address or whether the commenter is a city resident. Written communication received by that time will be shared with the appropriate City staff for consideration during the finalization of the MOA.
