NOTICE OF PUBLIC COMMENTS & INTENT TO APPLY FOR CDBG-DR GRANT FUNDS The Immokalee Water & Sewer District (District) is soliciting public feedback on a proposed application for funding under the Rebuild Florida 2023 & 2024 Storms Infrastructure Repair Program (IRP). This program is administered by FloridaCommerce and funded by the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant – Disaster Recovery (CDBG-DR) Program. The purpose of these funds is to support the long-term recovery of communities impacted by federally declared disasters in 2023 and 2024 (Hurricanes Idalia, Debby, Helene, and Milton and the 2024 North Florida Tornadoes). Eligible projects include infrastructure repairs and improvements that address unmet needs resulting from these disasters and that mitigate future disaster impacts. The District is eligible to apply for up to $100 million of the available $400 million in funding. The District intends to apply for approximately $12,700,000.00 in grant funding through the Rebuild Florida IRP to improve critical components of its wastewater treatment plant by replacing and hardening the headworks system and constructing a new equalization (EQ) tank. These improvements will increase system capacity, reduce the risk of sewer backups, and ensure reliable operation during severe weather events. The project will protect public health by preventing overflows, support the community's wastewater infrastructure needs, and provide additional resiliency to serve essential facilities such as the planned National Guard staging site. These upgrades will also improve efficiency and allow the District to better manage wastewater flows during peak demand and storm conditions, safeguarding both residents and mission-critical operations. The proposed project is expected to primarily benefit low- and moderate-income residents, meet HUD's "Urgent Need" National Objective, and strengthen the community's resilience to future disasters. A public comment period will be held from September 18, 2025, through September 28, 2025, to allow citizens to review and comment on the proposed application before submission.
