AND SUMMARY OF ORDINANCE
AMENDING THE SHASTA COUNTY ZONING PLAN
(ZONE AMENDMENT 25-0003)

NOTICE IS HEREBY GIVEN that a public hearing will be held in the Board of Supervisors Chambers, County Administration Center, 1450 Court Street, Room 263, Redding, California, on Tuesday, May 5, 2026, at 9:00 a.m. or as soon thereafter as may be heard, for the Board of Supervisors of the County of Shasta, State of California, to consider introducing, waiving the reading of, and enacting the following:
AN ORDINANCE OF THE BOARD OF SUPERVISORS
OF THE COUNTY OF SHASTA
REPEALING AND REPLACING THE PROVISIONS OF
CHAPTER 17.88, ARTICLE II. – USES PERMITED WITH
A RESIDENCE OR IN SELECTED RESIDENTIAL DISTRICTS,
SECTION 17.88.132 - ACCESSORY DWELLING UNITS
OF THE SHASTA COUNTY CODE
(ZONE AMENDMENT 25-0003 – SHASTA COUNTY)
NOTICE IS FURTHER GIVEN that, at this public hearing, all interested persons may appear and be heard thereon.
SUMMARY OF THE PROPOSED ORDINANCE: The proposed ordinance (identified as ZA25-0003) would repeal the existing provisions of Shasta County Code (SCC) Chapter 17.88, Article II. – Uses Permitted With A Residence Or In Selected Residential Districts, Section 17.88.132 – Accessory Dwelling Units and replace them in their entirety for the purposes of making certain updates to the local ordinance, to ensure that Shasta County's local Accessory Dwelling Units (ADU) ordinance is consistent with current State legislation concerning the establishment of ADU, and to implement Shasta County General Plan Housing Element Program HG-3, item D.
CEQA DETERMINATION: The Board of Supervisors will consider finding that the ordinance is not subject to the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines section 15061(b)(3); is categorically exempt from CEQA pursuant State CEQA Guidelines Sections 15301 (Class 1-Existing Facilities), 15303 (Class 3-New Construction or Conversions of Small Structures), and 15304 (Class 4-Minor Alterations to Land); and is statutorily exempt from CEQA pursuant State Public Resources Code Sections 21080.17 and 21080.085(a) which state respectively that CEQA does not apply to adoption of an ordinance by a county to implement State ADU requirements and/or a rezoning that implements the schedule of actions contained in an approved housing element.
GENERAL PLAN CONSISTENCY: The Board of Supervisors will consider finding that the ordinance is consistent with the Shasta County General Plan on the basis that the ordinance provides additional housing options for family members, students, the elderly, in-home health care providers, the disabled, veterans and others, in existing urban, suburban and rural residential areas without substantially changing the use, appearance, or character of a neighborhood and implements Shasta County Housing Element Program HG-3, item D.
