NOTICE OF PUBLIC HEARING
Borough of Tenafly Planning Board
PLEASE TAKE NOTICE that the Borough of Tenafly Planning Board (the "Board") will hold a public hearing on April 22, 2026 at 7:30 PM at the Borough of Tenafly Borough Hall, located at 100 Riveredge Road, Tenafly, New Jersey 07670, to review and take formal action upon an application for preliminary and final major site plan approval, as well as a major soil moving permit, bulk variance and design waiver/exception relief (the "Application") by SCSM LLC and 11 Railroad Ave LLC (collectively, the "Applicant") with respect to properties having street addresses of 6, 7-9 & 11 West Railroad Avenue, Tenafly, New Jersey 07670 and being designated as Block 1011, Lots 18, 17 & 15, respectively, on the Borough of Tenafly Tax Map (collectively, the "Property"). The Property is located in the B-1 Zone in the Borough of Tenafly.
The Applicant seeks approval to construct a two- (2) story addition to the existing mixed-use building located on Block 1011, Lot 17 (the "Lot 17 Building") to create 12 new residential units (15 residential dwelling units total) above ground floor commercial space on Lot 17, along with related site improvements, including, but not limited to, parking, landscaping, lighting, signage and stormwater management infrastructure. The Applicant also proposes improvements on Block 1011, Lot 15, including constructing a corridor to connect the Lot 17 Building to the existing mixed-use building located on Block 1011, Lot 15 (the "Lot 15 Building") at the second, third and fourth floors of both the Lot 17 Building and the Lot 15 Building for ingress/egress for the benefit of the Lot 17 Building. The Applicant also proposes improvements on Block 1011, Lot 18, including constructing an ingress/egress stair to be located atop the existing mixed-use building on Block 1011, Lot 18 (the "Lot 18 Building") to serve as ingress/egress for the benefit of the Lot 17 Building. The Lot 15 Building and the Lot 18 Building are not proposed to be improved other than by providing ingress/egress access as detailed above for the benefit of the Lot 17 Building, to be formalized by easement should the Application be approved. There is also an existing refrigeration unit belonging to the operation at 10 West Railroad Avenue, Tenafly, New Jersey 07670, designated as Block 1011, Lot 16 on the Borough of Tenafly Tax Map that encroaches on Block 1011, Lot 15 which is proposed to remain.
The Applicant also seeks bulk variance and design waiver/exception relief in connection with the Application, with respect to Block 1011, Lot 17, including: (1) Number of parking spaces less than required (28 spaces required; 5 spaces proposed); (2) Rear yard setback less than required (20 ft. required; 0 ft. proposed); (3) Rear yard impervious coverage greater than permitted (75% permitted; 100% existing/proposed); (4) Building height greater than permitted (40 ft. permitted; 43 ft. 10 in. proposed); (5) Number of stories greater than permitted (3 stories permitted; 4 stories proposed); (6) Building coverage greater than permitted (40% permitted; 80.3% existing; 100% proposed); and (7) Parking space setback less than required (3 ft. required; 2.88 ft. proposed).
The Applicant also seeks bulk variance and design waiver/exception relief in connection with the Application, with respect to Block 1011, Lot 15, including: (1) Building coverage greater than permitted (40% permitted; 85.2% existing; 92.2% proposed).
The Applicant also seeks any additional deviations, exceptions, design waivers, submission waivers, variances, interpretations, de minimis exceptions from the State of New Jersey Residential Site Improvement Standards, continuations of any pre-existing non-conforming conditions, modifications of prior imposed conditions from previous resolutions/approvals and other approvals reflected on the filed plans (as same may be further amended or revised from time to time without further notice) and as may be determined to be necessary during the review and processing of the Application.
When this case is called, interested parties may appear, either in person or by attorney, and present any comments or questions which they may have regarding this Application. The public hearing may be continued by the Board to a subsequent date or dates by way of public announcement made at the public hearing either with or without further published notice, as the Board may determine.
The Application and supporting materials (including maps and plans) will be available for public inspection to the public by going to the Borough of Tenafly's website at the following webpage: http://www.tenaflynj.org/ at least ten (10) business days before the public hearing.
