PLANNING BOARD
PLEASE TAKE NOTICE that on June 29, 2026, at 6:30 p.m. in Council Chambers located at City Hall, 155 Market Street, Third Floor, in Paterson, New Jersey 07505 the City of Paterson Planning Board, ("the Board") will hold a live, in-person, Public Hearing on the application filed by MSO Properties LLC, ("the Applicant") seeking Preliminary and Final Site Plan approval with certain Bulk variances to construct a five-story, 32-unit apartment building with 20 off-street parking spaces.
The property to be considered by the Board is identified on the Official Tax Map for the City of Paterson as Block 5701, Lot 11, bearing the address of 19-21 Hemlock Street in the City of Paterson, which is located within the Mixed-Use Hospital (MU-H) Zone of the Area#11 Neighborhood Redevelopment Plan. The Applicant is proposing 32 residential units in total, 8 one-bedroom units and 24 two-bedroom units.
The Applicant is requesting the following relief and/or variances;
1. Variance for minimum lot area of 10,127 sq. ft., Code requires 22,000 sq. ft.
2. Variance for maximum impervious coverage of 100%, Code permits 70%
3. Variance for maximum lot building coverage of 86.6%, Code permits 70%
4. Variance for minimum parking setback of 0.0 ft.; Code requires 3.0 ft.
5. Variance for curb cut width of 20', Code permits 12'
6. Variance for off-street parking spaces of 20, Code requires 41 spaces
7. Preliminary and Final Site Plan approval;
The Applicant also requests waivers from checklist items, if any, that have not been supplied and further relief, if necessary, from any and all variances, approvals, waivers and/or exemptions from any applicable provision of the Municipal Code of the City of Paterson necessary for approval of the application.
Any interested party may appear at said hearing and participate therefore in accordance with the rules of the CITY OF PATERSON PLANNING BOARD and/or the provisions of the New Jersey Municipal Land Use Law, N.J.S.A 40:55D-70, et seq. Continuation of said hearing, if necessary, will be scheduled at that time. If not continued, a vote may be taken at said meeting.
Copies of all documents, including maps, plans, etc., related to this application are available for public inspection in the office of the Division of Planning and Zoning, 4th Floor, 125 Ellison Street, Paterson, New Jersey 07505 during the normal business hours of 8:30 a.m. to 4:30 p.m., Monday through Friday. This Notice is being published by the Applicant as required by the New Jersey Municipal Land Use Law (N.J.S.A. 40: 550-10 and 12, et seq.). When this matter is called, you may appear either in person, by agent, or attorney and present any objection you may have to the granting of this Application.
