NOTICE OF PUBLIC HEARING
CITY OF PLAINFIELD PLANNING BOARD
In accordance with the Ordinances of the City of Plainfield and the Statutes of the State of New Jersey, please take notice that an Application for Development No: PB 2025-18 located in the Block 231 and Block 233 Redevelopment Area on the premises known as 719-731 West Front Street, Plainfield, NJ (Block 231, Lots 13, 20 and 21) has been submitted by PV Real Estate Urban Renewal, LLC whose address is 279 Reynolds Avenue, Parsippany, New Jersey 07054.
The applicant, PV Real Estate Urban Renewal, LLC ("Applicant") has applied to the Board for minor subdivision approval and preliminary and final site plan approval along with deviations from the Block 231 and Block 233 Redevelopment Plan, as well as variances and/or design waivers from the City Land Use Ordinance to permit the construction of two (2), five-story mixed-use buildings with commercial space on the ground floor and residential units on the four floors above the buildings on the Subject Property. The proposed development seeks to subdivide existing Lots 13, 20 and 21 into two Lots, Proposed Lot 1 (West) and Proposed Lot 2 (East) and constructing two buildings, one on each new Lot. Building A (Proposed Lot 1) will be a 5-story mixed-use building with 2,498 square foot commercial space on the ground floor and four (4) floors of apartments above containing a total of 97 units. Building B (Proposed Lot 2) will be a 5-story mixed use building with 2,487 SF commercial space on the ground floor and four (4) floors of apartments above containing a total of 120 units. Residential amenities are proposed for both buildings. Further, each new Lot will contain partially covered parking on the ground floor, with Building A having 97 dedicated parking spaces and Building B having 120 dedicated parking spaces.
Specifically, the applicant requires the following deviations, variances and/or design waivers in connection with the project:
1. Buffering and Screening (17:9-24 C.1)
Required minimum 5ft wide area surrounding all sides of a parking lot
Proposed 2.2 FT (Rear Property Line)
2. Buffering and Screening (17-9-24. C.1)
Required Parking Buffer adjacent to residential use =10 ft.
Proposed parking buffer adjacent to residential use (Lot 9.02) =8.7 ft
3. Tree Replacement Requirements (17:9-49D.3(b))
Total number of non-hazard trees being removed =68 trees
Total number of replacement trees required= 85 trees
Total number of replacement trees proposed =44 trees
4. Shade Trees (17.9-49C.A)
Shade Trees shall be planted at intervals of 40 ft. along a right of way at a minimum of 3.5 ft inside the sidewalk
Proposed shade trees=1 (Due to sight triangle interference)
Design Waivers Requested
1. Street Lighting Height (17:11-12.E)
Maximum Street Light Mounting Height= 12ft.
Proposed Street Light Mounting Height= 15.7 ft
2. Lighting Requirements – Pedestrian Walkway (17:11-12.F)
Required Average Illumination = 0.5 fc to 1.0 fc
Proposed Average Illumination = 2.0 fc
3. Lighting Requirements – Parking Lot (17:11-12.F)
Required Average Illumination = 1.0 fc to 2.5 fc
Proposed Average Illumination = 6.2 fc for covered parking area
The applicant is also seeking such other variances, waivers and other relief that the Board may deem necessary.
The Plainfield Planning Board will conduct an in person public hearing on this matter on Thursday, April 16, 2026 at 7:00 p.m. at the City Hall Library, 515 Watchung Avenue, Plainfield, New Jersey. Any person affected by this application will have an opportunity to present any objections to the proposed development. The Board does, however, have the right to exclude repetitious testimony. All documents relating to this application may be inspected by the public Monday through Friday between the hours of 9:00am until 4:30pm at the Division of Planning and Community Development, Second Floor, City Hall, 515 Watchung Avenue, Plainfield, New Jersey.
