NOTICE OF PUBLIC HEARING- CITY OF SOLEAD
NOTICE IS HEREBY GIVEN that the City Council of the City of Soledad will conduct a Public Hearing on October 1st, 2025, in the Council Chambers at 248 Main Street, Soledad, California, to consider the following item:
Ordinance No. 773, An Ordinance of the City Council of the City of Soledad Announcing Findings and Approve a Planned Unit Development (PUD-23001) and Vesting Tentative Subdivision Map (TM-23002) to allow a 4.05-acre subdivision located on the East Side of Orchard and Cedar Lane in the R-3 Residential High Density Zoning District (APN 022-522-037)
The City Council will introduce and read by title only Ordinance No. 773 on October 1, 2025, to review and consider the Planned Unit Development (PUD 23-001) and Vesting Tentative Map (TM 23-002), known as the "Parcel B Project." The proposal includes 24 multi-family units and 37 single-family homes on a 4.05-acre site located at Orchard Lane and Cedar Lane, within the R-3 High Density Residential Zone. The project was initially considered by the Soledad Planning Commission on August 28, 2025; however, the item was continued due to a failed 2-1 vote. At the regular Planning Commission meeting on September 11, 2025, the Commission reconsidered the project and recommended approval to the City Council with a 3-1 vote. Per Soledad Municipal Code 17.38.230, planned developments promote efficient land use through design flexibility, unified site planning, and quality amenities. The project was previously reviewed under the 2017 Miravalle III Summerfield Annexation EIR, with an Addendum adopted in 2017 pursuant to CEQA Guidelines §15164. No further EIR or Negative Declaration is required, as there are no substantial changes to the project, circumstances, or new information warranting major revisions. The project also qualifies for a Class 32 (In-Fill Development) exemption under CEQA Guidelines §15332, as it is consistent with the General Plan, under five acres, contains no endangered species habitat, and would not result in significant effects related to noise, air quality, or water quality. The City Council will hold a public hearing to consider the project and final action.
