NOTICE OF PUBLIC HEARING
City of Muncie, Indiana
As required by Indiana Code 5-23-5-9, notice is hereby given that the Common Council of the City of Muncie, Indiana (the "Council" and the "City", respectively) will hold a public hearing at its meeting on July 6, 2026 at 7:00 p.m. (local time) concerning the recommendation to award a public-private agreement (the "BOT Agreement") for the design, development, building, operating and/or maintaining of a new fire station to replace the existing fire station #5, and all necessary and related improvements and equipment in connection therewith (the "Project") in accordance with Indiana Code 5-23, as amended. The hearing will be held in person at the Muncie City Hall Auditorium, 300 North High Street, Muncie, Indiana (the "City Hall").
Pursuant to Indiana Code 5-23, as amended, the City issued a request for proposals and qualifications for the design, construction, renovation and equipping of the Project. After review and analysis of proposals received, a recommendation was made to the Council to award the BOT Agreement to GM Development Companies LLC. Copies of the proposals and a written explanation of the basis upon which the recommendation is being made are with the City, and are available for public inspection and copying at the City Hall, by appointment made during regular business hours by calling Craig Wright, Controller, at 765-747-4843 or by email at cwright@muncie.in.gov. The public is invited to comment on any of the matters herein noted, and all taxpayers, residents, or interested parties who appear will be given a reasonable opportunity to express their views on the recommendation.
