NOTICE OF PUBLIC HEARING OF OTTERBEIN REDEVELOPMENT COMMISSION (OTTERBEIN-DARBY RESIDENTIAL ECONOMIC DEVELOPMENT AREA) Notice is hereby given that the Otterbein Redevelopment Commission (the "Commission"), being the governing body of the Otterbein Department of Redevelopment (the "Department"), on September 4, 2025, adopted a resolution (the "Declaratory Resolution") (i) declaring that the area within the Town of Otterbein, Indiana, designated as the "Otterbein-Darby Residential Economic Development Area" (the "Economic Development Area"), is an economic development area within the meaning of Indiana Code 36-7-14, as amended (the "Act"), (ii) approving an economic development plan for the Economic Development Area (the "Economic Development Plan"), and (iii) designating the Economic Development Area as an "allocation area" for the purpose of the allocation and distribution of certain property taxes (commonly referred to as "tax increment") under Section 39 of the Act. A detailed description of the Economic Development Area is included in the Economic Development Plan and can be inspected at the office of the Commission, Town Hall, 111 S. Main St., Otterbein, Indiana. Notice is hereby given that the Commission will conduct a public hearing on Thursday, November 6, 2025, at 5:15 p.m., local time, at Town Hall, 111 S. Main St., in Otterbein, Indiana, to receive and hear remonstrances and objections from all persons interested in or affected by the proposed projects for the Economic Development Area and the proceedings pertaining thereto. The Commission will determine the public utility and the benefit of the proposed projects. Maps and plats have been prepared and, along with the Economic Development Plan, can be inspected at the office of the Otterbein Redevelopment Commission at the address set forth above.
