NOTICE OF PUBLIC HEARING ON PROPOSED ISSUANCE OF GEORGIA HIGHER EDUCATION FACILITIES AUTHORITY REVENUE BONDS (USG REAL ESTATE FOUNDATION XIV, LLC PROJECT), SERIES 2026B
YOU ARE HEREBY NOTIFIED that on the 2nd day of December 2025, at 9:00 a.m., at the offices of the Georgia Higher Education Facilities Authority, 270 Washington Street, Suite 2141, in Atlanta, Georgia, the Georgia Higher Education Facilities Authority, through its appointed hearing officer, will conduct a public hearing on the proposed issuance of revenue bonds to be designated "Georgia Higher Education Facilities Authority Revenue Bonds (USG Real Estate Foundation XIV, LLC Project), Series 2026B" and on the location and nature of the facilities proposed to be financed. The bonds are to be issued in a maximum aggregate face amount of $55,000,000 to finance the costs of renovating and improving various purpose student housing facilities and related facilities. The student housing facilities that are being financed will be owned by USG Real Estate Foundation XIV, LLC, a Georgia limited liability company whose sole member is University System of Georgia Foundation, Inc., a Georgia nonprofit corporation, and will be rented to the Board of Regents of the University System of Georgia for the use by the institutions of the University System of Georgia listed below. The renovation and improvements that are being financed are for the student housing facilities described below, which are located at the following addresses, and which are being used by the following institutions of the University System of Georgia:
(A) a 489-bed student housing facility known as "ABAC Lakeside" located on the campus of Abraham Baldwin Agricultural College on Moore Highway in Tifton, Georgia;
(B) an 835-bed student housing facility known as "ABAC Place" located on the campus of Abraham Baldwin Agricultural College on Moore Highway in Tifton, Georgia;
(C) a 312-bed student housing facility known as "Elm Hall" located on the campus of Augusta University on 15th Street in Augusta, Georgia;
(D) a 412-bed student housing facility known as "Oak Hall" located on the campus of Augusta University on 15th Street in Augusta, Georgia;
(E) a 352-bed student housing facility known as "Lakeside Village" located on the campus of College of Coastal Georgia on College Drive in Brunswick, Georgia;
(F) a 540-bed student housing facility known as Clearview Hall located on the campus of Columbus State University on University Avenue in Columbus, Georgia;
(G) a 192-bed student housing facility known as "Courtyard North" located on the campus of Columbus State University on University Avenue in Columbus, Georgia;
(H) a 365-bed student housing facility known as "Mashburn Hall" located on the campus of Dalton State College on College Drive in Dalton, Georgia;
(I) a 214-bed student housing facility known as "Bobcat Villas-West" located on the campus of East Georgia State College on College Circle in Swainsboro, Georgia;
(J) a 554-bed student housing facility known as "Compass Point" located on the Armstrong campus of Georgia Southern University on Abercorn Street in Savannah, Georgia;
(K) a 569-bed student housing facility known as "Windward Commons" located on the Armstrong campus of Georgia Southern University on Abercorn Street in Savannah, Georgia;
(L) a 333-bed student housing facility known as "Patton Hall" located on the campus of Georgia State University on Edgewood Avenue in Atlanta, Georgia;
(M) a 1,152-bed student housing facility known as "Piedmont Central" located on the campus of Georgia State University on Piedmont Avenue in Atlanta, Georgia;
(N) a 1,996-bed student housing facility known as "University Commons" located on the campus of Georgia State University on Piedmont Avenue in Atlanta, Georgia; and
(O) a 540-bed student housing facility known as "The Commons" located on the campus of University of North Georgia on College Circle in Dahlonega, Georgia.
The Georgia Higher Education Facilities Authority will issue the bonds on behalf of the State of Georgia, and the renovations and improvements that are being financed for the student housing facilities are located in the territorial limits of the State of Georgia. The Public Hearing is being held for the purpose of providing a reasonable opportunity for interested individuals to express their views, both orally and in writing, on the proposed issuance of the bonds and the location and nature of the facilities proposed to be financed.
THE BONDS SHALL NOT CONSTITUTE A DEBT OR GENERAL OBLIGATION OF THE STATE OF GEORGIA BUT SHALL CONSTITUTE LIMITED OBLIGATIONS OF THE GEORGIA HIGHER EDUCATION FACILITIES AUTHORITY, PAYABLE SOLELY FROM FUNDS PAID BY USG REAL ESTATE FOUNDATION XIV, LLC AND SECURED BY COLLATERAL FURNISHED OR CAUSED TO BE FURNISHED BY USG REAL ESTATE FOUNDATION XIV, LLC.
