NOTICE OF PUBLIC HEARING
PLANNING BOARD OF THE TOWNSHIP OF HANOVER
MORRIS COUNTY, STATE OF NEW JERSEY
PLEASE TAKE NOTICE that the Township of Hanover ("Township") Planning Board ("Board") will hold a public hearing on March 17, 2026, at 7:00 p.m. ("Hearing"), in the Main Meeting Room at the Township's Municipal Building located at the intersection of 1000 Route 10 West and North Jefferson Road, Whippany, New Jersey 07981, or at such other time and place as the Board may adjourn thereafter, to consider the application ("Application") made by Wal-Mart Real Estate Business Trust ("Applicant") regarding property located at 225-235 Ridgedale Avenue, Cedar Knolls, New Jersey 07927 and identified as Block 1801, Lot 3 on the Township's tax map ("Property"). The Property is approximately 1,095,044 s.f. (25.1 acres) in lot area and is located in the Township's I-B3 Industrial and Business Zone District. The Property is currently improved with a shopping center commonly known as the "Cedar Knolls Plaza" which is occupied primarily by various retail uses, including a Walmart store operated by Applicant, and associated improvements.
The Application seeks Preliminary and Final Major Site Plan Approval, with Bulk or "c" variance relief pursuant to Sections -70(c)(1) and/or (2) of the Municipal Land Use Law, N.J.S.A. 40:55D-1 et seq. (the "MLUL"), to permit signage and striping improvements for online pickup and delivery (OPD) services along the northern building frontage. The signage and striping improvements proposed will refresh the existing façade signage, identify online pickup and delivery stalls and new cart coral spaces throughout the parking lot, and add new striped crosswalks, traffic signage and pavement markings. Additionally, the Applicant seeks to make certain internal changes, which will include the addition of a pharmacy. Applicant seeks "Bulk" or "(c)" variance relief from certain limitations contained in the Township of Hanover Code ("Code") as it relates to (i) maximum improvement coverage required by Section 166-203.9 of the Code, where Applicant is proposing 81.99% and 75% is permitted, (ii) minimum number of parking stalls required by Section 166-155 of the Code, where Applicant is proposing 1,161 spaces and a minimum of 1,384 spaces is required, and (iii) maximum square footage and height limitations on signage established by Section 166-141E of the Code, where Applicant is proposing four (4) directional signs that are three (3) square feet in area to be mounted at a height of approximately 8.5 feet, seventeen (17) directional signs with an area of approximately 7.75 square feet, and two (2) freestanding signs mounted at a height of approximately 18 feet, whereas a maximum sign area of 6 square feet is permitted and the maximum height permitted is 8 feet. Applicant will further seek any variances, waivers, permits, and exceptions as the Board or its consultants may require, without further public notice, including, without limitation, variance relief for any pre-existing nonconforming conditions.
