NOTICE OF PUBLIC HEARING
PLEASE TAKE NOTICE that GSC RE 222 LLC ("Applicant") will make application before the Planning Board of the Borough of Fort Lee (the "Board") at its regularly scheduled meeting on the 29th day of September at 7:30 p.m. at the Fort Lee Municipal Building, Council Chambers, located at 309 Main Street, Fort Lee, New Jersey for land use approvals, as well as any and all other relief required by the Ordinances of the Borough of Fort Lee.
Applicant proposes to replace two existing wall signs representing Winia Electronics America, Inc. along the roofline of the property located at 222 Bruce Reynolds Boulevard, Fort Lee, NJ 07024, designated as Block 4751 and Lot 1 ("Property"); to install two additional building wall signs along the roofline; to replace the pedestrian entrance sign; to replace the directional sign, and to remove the parking garage sign. Specifically, Applicant proposes to:
(1) Install four illuminated wall signs to read "H MART" and be located on the top of each building elevation. The signs proposed on the northern and eastern facades are proposed to replace the existing signs at those locations in the center of the façade below the roofline. New signs are proposed on the western and southern elevations, located just below the roofline. The sign on the western elevation is proposed at the northern edge of the building wall. The sign on the southern elevation is proposed at the western edge of the building wall.
(2) Install a pedestrian entry sign above the Property's northern entrance.
(3) Replace the existing directional sign located at the southwestern corner of the Property's lot that reads "WINIA Electronics Visitor," where it is proposed to read "HMART PARKING."
(4) Remove the existing wall sign above the entrance to the underground parking garage.
The applicable signage standards are Ordinance §410-51E, Ordinance §410-51F(3), and Ordinance §410-51C. Applicant hereby applies for either a waiver of site plan approval or site plan approval, pursuant to either N.J.S.A. 40:55D-46.1, or N.J.S.A. 40:55D-46 and N.J.S.A. 50:55D-50 along with variance relief pursuant to N.J.S.A. 40:55D-70(c) from the Ordinances of the Borough of Fort Lee. Specifically, the variances are:
(1) Exceeding the maximum number of wall signs to be 5 signs;
(2) Exceeding the maximum number of wall signs per façade to be 2 signs for the north façade;
(3) Exceeding the maximum sign area per façade wall for the east, south, and west façades to be 147.3 square feet;
(4) Exceeding the maximum sign area per façade wall for the north façade to be 154.5 square feet;
(5) Exceeding the maximum height of the capital letters of the four upper wall signs to be 55 inches;
(6) Exceeding the maximum height of the logo "H" to be 68 inches;
(7) Exceeding the maximum height of the capital letters of the pedestrian entry wall sign to be 12 inches;
(8) Exceeding the maximum height of the logo "H" of the pedestrian entry wall sign to be 15 inches;
(9) Exceeding the maximum number of identification signs for a building with two or more street frontages to allow 5 signs;
(10) Violating the location and minimum height on the façade for the four upper wall signs to be 5.67 feet;
(11) Violating the location and minimum height on the façade for the pedestrian entry wall sign to be above 4 feet below;
(12) Exceeding the maximum off-site light levels to be more than 0.1 footcandle;
(13) Placing the four wall signs are planned to be installed 92 feet above the ground at the top of the building facades;
(14) Requesting the size of the logos "H" to be 32 square feet.
(15) Requesting all other necessary variances and relief.
As noted above, the applicant is required to obtain a waiver of site plan approval and /or site plan approval and such other relief as the Board may deem necessary or appropriate.
Applicant further attests the proposed sign illumination shall comply with Ordinance §410-51C(4), including its requirement that the proposed hours of sign illumination not exceeding ½ hour before/after closing, the prohibition of light spillage into the adjacent R-10 residential zone between 11 pm and 6 am, and its measures to prevent glare.
Any interested party may appear at said hearing and participate therein in person or by agent or attorney and present any objections which you may have to the application and the granting of the relief sought in the application. The application and all plans are posted online and can be obtained via: fortleenj.org under the Planning Board and then Board Applications section of the website and are on file in the Office of the Planning Board, Borough of Fort Lee, located at 309 Main Street, Room 200, Fort Lee, New Jersey, and available for your review during the normal business hours from 8:30 a.m. to 4:00 p.m., Monday through Friday.
