
NOTICE OF PUBLIC HEARING
MISSION SPRINGS WATER DISTRICT
ORDINANCE 2025-03 UPDATING RULES AND REGULATIONS FOR SEWER SERVICE
On Monday, October 20, 2025, at 3 p.m., Mission Springs Water District will hold a public hearing at this administrative building located at 66575 Second St., Desert Hot Springs, CA 92240, to consider the adoption of Ordinance No. 2025-03, Establishing Rules and Regulations for Sewer Service.
The proposed ordinance will replace the existing Ordinance No. 2024-01, specifically Article VI, titled 'Industrial Discharges, and will provide updated enforcement mechanisms and penalties for violations. Specifically, it introduces civil penalties for intentional or negligent violations of the ordinance, permit conditions, cease and desist orders, prohibitions, effluent limitations, pretreatment or toxicity standards, or for creating a nuisance. The penalties are structured to increase over time if the violation continues, starting at $1,000 per day for the first 90 days, increasing to $5,000 per day if the violation continues past 90 days, and reaching $10,000 per day if it continues past 120 days. Additionally, the ordinance allows the District to revoke wastewater discharge permits or terminate wastewater service to any building if a violation causes or threatens to cause contamination, pollution, or a nuisance, following a hearing and recommendations from the Board of Directors.
The changes noted above will update Sections 6.02.100 paragraphs E and F.
