NOTICE OF PUBLIC HEARING
MISSION SPRINGS WATER DISTRICT
ORDINANCE 2025-03 UPDATING RULES AND REGULATIONS FOR SEWER SERVICE ARTICLES VII AND XI
On Monday, November 17, 2025, at 3 p.m., Mission Springs Water District will hold a public hearing at its administrative building, 66575 Second Street, Desert Hot Springs, CA 92240, to consider adoption of Ordinance No. 2025-03, amending the District's Sewer Service Rules and Regulations by repealing and replacing Article VII (Grease/Sand Interceptors) and Article XI (Enforcement) adopted under Ordinance No. 2008-02 and establishing an updated Article VII: Grease/Sand/Lint Interceptors and Article XI: Enforcement.
The proposed ordinance updates and consolidates requirements for Article VII (Grease/Sand/Lint Interceptors) for pretreatment devices that protect the District's wastewater system from discharges of fats, oils, grease (FOG), sand, and lint. It establishes a comprehensive permit system requiring all facilities, including those previously granted waivers, to obtain a Sewer Interceptor Waste Discharge Permit, with defined procedures for applications, renewals, fees, and maintenance reporting.
In addition, in Article XI: Enforcement, the proposed ordinance will amend the existing Ordinance No. 2024-01, specifically Article VI, titled 'Industrial Discharges', and will provide updated enforcement mechanisms and penalties for violations. Specifically, it introduces civil penalties for intentional or negligent violations of the ordinance, permit conditions, cease and desist orders, prohibitions, effluent limitations, pretreatment or toxicity standards, or for creating a nuisance. Additionally, the ordinance allows the District to revoke wastewater discharge permits or terminate wastewater service to any facility if a violation causes or threatens to cause contamination, pollution, or a nuisance, following a hearing and recommendations from the Board of Directors.
Upon adoption, the ordinance will replace Article VII and Article XI of Ordinance No. 2008-02 and take effect as provided by law.
