NOTICE OF PUBLIC HEARING
Notice is hereby given that a public hearing will be held on behalf of the Oklahoma Housing Finance Agency (the "Issuer") on November 14, 2025, at 9:00 a.m., at Oklahoma Housing Finance Agency, 100 NW 63rd Street, Oklahoma City, Oklahoma 73116 in the Boardroom. This hearing is for the purpose of considering the approval of the issuance in one or more series of tax-exempt multifamily obligations (the "Obligations") pursuant to a common plan of finance, in an aggregate principal amount not to exceed $30,000,000, by the Issuer, pursuant to Title 60, Chapter 4 and Title 63, Chapter 40 of the Oklahoma Statutes. If the Obligations are approved, the proceeds will be loaned to EC OK3 Owner, LLC, an Oklahoma limited liability company or its successors and assigns (the "Borrower") for the purpose of financing the acquisition, rehabilitation and equipping of two (2) multifamily residential rental facilities containing an aggregate of approximately two hundred forty (240) affordable living units to be located at (i) 500 W. Park Avenue, McAlester, Pittsburgh County, Oklahoma and known as Park Place Apartments (120 units) (the "Park Place Project") and (ii) 1441 S. Santa Fe Avenue, Bartlesville, Washington County, Oklahoma and known as Brookhaven Plaza Apartments (120 units) (the "Brookhaven Project" and collectively, the "Project"). An aggregate principal amount of the Obligations not to exceed $13,500,000 will be allocated to the Park Place Project and an aggregate principal amount of the Obligations not to exceed $16,500,000 will be allocated to the Brookhaven Project.
The initial legal owner or principal user of the Project is expected to be the Borrower. THE OBLIGATIONS SHALL NOT REPRESENT OR CONSTITUTE A DEBT OR PLEDGE OF FAITH AND CREDIT OR ANY TAXING POWER OF THE ISSUER, THE STATE OF OKLAHOMA OR ANY POLITICAL SUBDIVISION OF THE STATE OF OKLAHOMA.
Interested persons are invited to attend this public hearing and will be given an opportunity to express their views concerning the proposed issuance of the Obligations and the plan of financing of the Project. Anyone desiring to make written comments can hand deliver them by no later than 5:00 p.m. on November 13, 2025, to Oklahoma Housing Finance Agency, 100 NW 63rd Street, Oklahoma City, Oklahoma 73116 and/or mail them to P.O. This notice is given pursuant to Section 147(f) of the Internal Revenue Code and the Oklahoma Open Meeting Act, Title 25 of the Oklahoma Statutes.
