TOWN OF DOVER, PLANNING BOARD

To Whom It May Concern:
PLEASE TAKE NOTICE that Excel Treatment Center Management, LLC, (the "Applicant") has applied to the Town of Dover Planning Board for Minor Site Plan approval and variance relief with respect to property located at 58 North Sussex Street, and known as Block 1325 Lot 16, in the Town of Dover, Morris County, New Jersey (the "Property"). The Property currently consists of a 2 ½ story building with an asphalt parking lot behind the building and is located in the C-1 Retail Commercial District. Under existing conditions the first floor is a professional office (outpatient clinic) and the second floor consists of one apartment unit. The Applicant proposes a new 18' x 17' addition to the third floor and to raise the existing building height by one foot to make it more usable for office space. The Applicant also proposes renovations to the second floor for office space and to provide façade upgrades along North Sussex Street. The professional office on the first floor is to remain unchanged. As part of its application, the Applicant has also applied for the following variances:
1. Variance from Ordinance section 236-17D(3) which requires the roof line of all floors above the second floor to be set back from the side building line a horizontal distance equivalent to ½ the vertical height of the respective roof line. The Applicant is not proposing any setback of the side of the building above the second floor.
2. Variance from 236-17.G(2)(b) regarding on-site parking requirements. The property currently has 7 parking spaces, whereas 17 are required. The Applicant is not proposing any parking modifications. To the extent a parking variance is required, the Applicant will seek same.
The Applicant will also seek any additional variances and/or waivers which may be deemed necessary at the time of the hearing.
This notice is sent to you as the owner of property within two hundred (200') feet of the Applicant's property as required by law.
The application is now on the Planning Board's agenda and a public hearing has been ordered for November 24, 2025, at 7:00 p.m. at the Town of Dover Town Hall, 37 North Sussex Street, Dover, N.J., at which time you may appear, with or without counsel, to be heard in connection with the application. The hearing will take place in-person. The application documents are on file and available for public inspection during normal business hours at the Town of Dover Municipal Planning and Zoning Office/Dept. of Planning & Economic Dev., 100 Princeton Ave., Dover, N.J.
