AUGUSTINE DURING THE REGULAR CITY COMMISSION MEETING ON MONDAY, JANUARY 12, 2026, BEGINNING AT 5:00 P.M. IN THE ALCAZAR ROOM, 1ST FLOOR WEST WING, CITY HALL, 75 KING STREET, ST. AUGUSTINE, AT WHICH TIME A PUBLIC HEARING ON THE FOLLOWING MATTER WILL BE CONSIDERED BY THE CITY COMMISSION:
NOTICE OF INTENT TO CONSIDER AN AMENDED DEVELOPMENT AGREEMENT FOR PROPERTY KNOWN AS THE BROUDY PROJECT
NOTICE IS HEREBY GIVEN that a public hearing will be held to consider a First Amendment to the existing Development Agreement for land owned by Broudy Bros., Ltd and West Augustine Gateway, LLC (collectively the "Owner") to allow for development of the property, as follows: This amendment clarifies the respective responsibility between the Owner and the City of St. Augustine (the "City") for the provision of a Mobility Station on the Property in a Parking Lease between the Owner and the City. The amendment also corrects a scrivener's error in the legal description of the property subject to the Development Agreement. The following terms of the existing Development Agreement remain in effect and include the following: The total upland Property has a Future Land Use designation of Mobility Oriented Development and a zoning designation of Mobility Oriented Development ("MOD") zoning district. The upland property is proposed to be developed as a Mobility Oriented Development, including a mix of uses of approximately 40,000 to 50,000 square feet of commercial/office use, 275 multi-family units, a defined transit station, and parking garage, as set forth in the Development Agreement. The population densities, building intensities, and maximum height possible for the Development under its land use, zoning, and current Municipal Code include all uses in the MOD zoning district, including multi-family, mobility station, parking garages, professional and business offices, medical and dental offices, retail sales and service establishments, and restaurants and other commercial establishments, multi-family uses are allowed up to a maximum of 50 units per developable acreage, with a lot coverage maximum of eighty percent (80%) and a maximum building height of seventy-five (75) feet or as approved by the City Commission listed in the Code. Densities and intensities of development, building heights and other zoning district standards for the MOD category are provided in the Code.
The subject property is located in the City of St. Augustine, north of West King Street, south of the FEC right-of-way and west of Highway US 1 (Ponce de Leon Boulevard) and east of Hartshorn Street, St. Augustine.
The proposed Development Agreement and Related documents may be inspected by the public at the office of the Planning and Building Department, City Hall, Lobby B, 4th floor, or the City Clerk's Office, Lobby B, 2nd Floor, 75 King Street, St. Augustine, FL 32084, during the hours of 8:00 a.m. and 5:00 p.m. except weekends and holidays.
In accordance with Florida Statute 286.0105: "If any person decides to appeal any decision made by the City Commission with respect to any matter considered at this scheduled meeting or hearing, the person will need a record of the proceedings, and for such purpose the person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
