NOTICE OF PUBLIC HEARING
BOROUGH OF BELMAR PLANNING BOARD
MONMOUTH COUNTY, NEW JERSEY
PLEASE TAKE NOTICE that the Borough of Belmar ("Borough") Planning Board ("Board") will hold a public hearing on January 12, 2026, at 7:00 p.m., at the Municipal Building located at 601 Main Street, Belmar, NJ 07719, or at such other time and place as the Board may adjourn to thereafter (the "Hearing"), to consider the application made by Executive West, LLC ("Applicant"), for Preliminary and Final Major Site Plan Approval with Bulk "C" Variance Relief pursuant to N.J.S.A. 40:55D-70(c) ("Application") to permit the demolition of the existing structures and construction of two (2) multi-family buildings, with 139 total residential units, including 115 for-sale market rate units, and 24 rental units set-aside (17%) as affordable to very-low, -low, and -moderate income individuals and families, along with a mixed-use commercial and retail component on the ground floor in one of the buildings; along with parking, curbing, landscaping, lighting, sidewalks, utilities including but not limited to stormwater utilities, signage, and other ancillary site improvements typical to a mixed-use inclusionary residential development (the "Project") at property located in the Borough at 501, 507, and 511 Main Street, 702 Sixth Avenue, and River Avenue a/k/a River Road and designated on the Borough's Tax Map as Lots 1, 2, 4, and 6, Block 56 & Lot 4, Block 57 ("Property").
The portion of the Property within Block 56 is approximately 57,313 square feet in area, with frontage on Main Street, Sixth Avenue, and River Avenue a/k/a River Road, which will be developed with a five-story multi-family building with 94 residential units and approximately 6,000 square feet of retail and commercial space on the ground floor (the "East Building"). The portion of the Property within Block 57 is 35,994 square feet in area, with frontage on River Avenue a/k/a River Road, and will be developed with a five-story multi-family building with 45 residential units (the "West Building").
The Property is located within Seaport Village Redevelopment Area, Seaport Village Sub-Area B, and subject to the standards of the Seaport Village Redevelopment Plan (the "Plan"). The Borough has previously designated Applicant as the Redeveloper of the Property and entered into a Redevelopment Agreement with the Applicant. The Application and the Project are designed to be in conformance with the Plan, the Redevelopment Agreement, and the settlement agreement including the Project as a mechanism to meet the Borough's Third Round Mount Laurel obligation.
To permit construction of the Project Applicant seeks Preliminary and Final Major Site Plan Approval. Additionally, Applicant seeks Bulk "C" Variance Relief from the Plan, and the Borough's Land Use Ordinance ("Ordinance"), to the extent such relief is necessary, in accordance with the Plan, the Ordinance, and the Municipal Land Use Law, N.J.S.A. 40:55D-1, et. seq. ("MLUL") to permit: (i) a maximum building height of 42 feet and 1 inch for the portion of the East Building that is within 30 feet of the Property line along Main Street, whereas a maximum building height of 42 feet is permitted; and, a maximum building height of 54 feet and 1 inch for the remainder of the East Building, whereas a maximum building height of 54 feet is permitted; and, (ii) sight triangles in accordance with AASHTO's standards, whereas the Ordinance standards are more restrictive. Additionally, Applicant will seek any such other variances, waivers, exceptions, deviations, approvals, and/or permissions, that may be required by the Board and its professional consultants at the time of the Hearing and without additional public notice.
A copy of the Application and supporting documentation is on file with the Borough in the office of the Board Secretary within the Municipal Building located at 601 Main Street, Belmar, NJ 07719, and is available for public inspection Monday through Friday (except holidays) during regular business hours. This Notice is given pursuant to and in accordance with the MLUL. Any interested person may appear in person or through his or her attorney at the Hearing at the time and date stated herein and be heard on this Application.
