NOTICE OF PUBLIC HEARING
PLEASE TAKE NOTICE that on Tuesday, February 3, 2026 at 5:00 p.m. the North Bergen Planning Board will hold a public hearing in the Chamber of the Municipal Building located at 4233 Kennedy Boulevard, North Bergen, New Jersey 07047 on the application of FRA Real Estate Holdings, LLC, for Preliminary and Final Site Plan approval for the property located at 3167 Kennedy Boulevard, also known as 3505 Bergen Turnpike, North Bergen, New Jersey, and designated as Block 77, Lot 34, on the North Bergen Tax Map.
The purpose of the application is to request Preliminary and Final Site Plan approval. The Applicant proposes to make improvements to a previously developed lot to construct a 14-story Multi-Family Residential High-Rise, consisting of 12 residential stories over parking, in the C-2 Highway Commercial/R-5 Residential Mixed-Use Overlay District of North Bergen. The proposed building will include 307 residential units and related amenities. The Applicant also proposes to widen and re-stripe the Bergen Turnpike southbound approach to Kennedy Boulevard to improve the conditions at that intersection.
If required, Applicant also intends to request at the hearing such other deviations, variances, and/or waivers of design standards and/or submission requirements as the Planning Board may deem necessary to use the property in the manner indicated in the application and materials.
This hearing is a continuation of a public hearing commenced on September 30, 2025 before the North Bergen Planning Board. The Applicant has submitted revised site plans in further support of its application. Those revisions include alterations to site access from Bergen Turnpike, including the elimination of one curb cut and the addition of a dedicated left-turn in lane; changes to internal circulation; and alterations to a curb cut on Kennedy Boulevard. The changes to the Kennedy Boulevard curb cut include minor alterations to Block 77, Lot 35, commonly known as 3161 Kennedy Boulevard, which changes have been proposed with the owner of that parcel.
The application and all supporting materials and documents, including the revised site plans, are on file in the office of the Township Planning Board Secretary, North Bergen Recreation and Library Center, Third Floor, 1231 Kennedy Boulevard, North Bergen, New Jersey and is available for inspection Monday through Friday 11:00 a.m. through 6:00 p.m. on regular business days. Any interested party may appear at the aforesaid hearing, either in person or by their attorney, and be given an opportunity to be heard with respect to the application.
