REVENUE BONDS
(COASTAL EMPIRE MONTESSORI CHARTER SCHOOL PROJECT)
TO WHOM IT MAY CONCERN:
You are hereby notified that on Monday, April 6, 2026 at 9:00 a.m., or as soon thereafter as the matter may be heard, at 906 Drayton Street, Board Room, Savannah, Georgia 31401, a public hearing will be held by the hearing officer of the Savannah Economic Development Authority (the "Authority"), on behalf of itself and Chatham County, Georgia (the "County"), regarding the proposed issuance by the Authority of its Savannah Economic Development Authority Revenue Bonds (Coastal Empire Montessori Charter School Project) in a maximum stated principal amount not to exceed $8,500,000 (the "Bonds") in one or more series, subseries or issuances as a part of a plan of finance. The proceeds of the Bonds, when and if issued, are expected to be loaned to the Coastal Empire Montessori Community Organization, Inc. (the "Company"), a Georgia nonprofit corporation and an organization described in Section 501(c)(3) of the Internal Revenue Code of 1986, as amended (the "Code"), for the following purposes: (a) financing or refinancing (including through reimbursement) the costs of acquiring, constructing, renovating, improving and/or equipping an educational facility (the "Facility") located on an approximately 6-acre parcel of land at 2001 Cynthia Street, Savannah, Chatham County, Georgia 31415, for the use and operation of a public charter school known as "Coastal Empire Montessori Charter School" (the "Charter School"); (b) funding certain reserve fund(s) for the Bonds; (c) funding interest on the Bonds and/or working capital for the Company; and (d) paying the costs of issuance of the Bonds (collectively, the "Project").
The Facility is located at 2001 Cynthia Street, Savannah, Georgia 31415 on an approximately 6-acre parcel of land, in the County. The Company will be the owner and principal user of the Facility. All of the facilities being financed will be located within the corporate limits of the County.
The public hearing is for the purpose of providing a reasonable opportunity for interested individuals to express their views, both orally and in writing, on the proposed issuance of the Bonds and on the location and nature of the facilities to be financed.
All or a portion of the proposed Bonds, when and if issued, are expected to be qualified Section 501(c)(3) bonds as described in Section 145 of the Code.
This notice is intended to comply with the public notice requirements of section 147(f) of the Code.
The proposed Bonds will not be an obligation of the City of Savannah, Georgia, the County, or of the State of Georgia or of any county, municipal corporation, or political subdivision of the State of Georgia. The proposed Bonds will not be paid from taxes but will be payable by the Authority solely from amounts to be paid or provided by the Company. NO PERFORMANCE AUDIT OR PERFORMANCE REVIEW SHALL BE CONDUCTED WITH RESPECT TO SUCH BOND ISSUE.
Any person wishing to express views on the proposed issuance of the Bonds or the location or nature of the facilities being financed or plan of financing may be heard at such public hearing and may submit written comments at or prior to the public hearing to the Authority at 906 Drayton Street, Savannah, Georgia 31401 but such comments must be received by 9:00 a.m. on Monday, April 6, 2026.
