NOTICE OF PUBLIC HEARING
WARREN COUNTY ZONING BOARD OF APPEALS
HEARING ON WARREN SOLAR 1 LLC, WARREN SOLAR 1B LLC, WARREN SOLAR 1C LLC, AND WARREN SOLAR 1D LLC SPECIAL USE PERMIT APPLICATION TO CONSTRUCT AND OPERATE A SOLAR FARM ENERGY SYSTEM UPON CERTAIN PROPERTIES IN WARREN COUNTY
PUBLIC NOTICE IS HEREBY given to all persons that a public hearing will be held by the Warren County Zoning Board of Appeals on Wednesday, April 22, 2026, at 8:00 p.m. at the Warren County Courthouse, First Floor Conference Room, 100 West Broadway, Monmouth, Illinois.
The purpose of the public hearing is to hear the application of Warren Solar 1 LLC, Warren Solar 1b LLC, Warren Solar 1c LLC, and Warren Solar 1d LLC each for a Special Use Permit to construct and operate a Solar Farm Energy System of 4.25 Megawatts (MW AC), 5 MW AC, 5 MW AC, and 2.45 MW AC, respectively, in Warren County on property more particularly described below. Warren Solar 1 LLC is proposed to occupy 27.1 acres of the 78-acre parcel 03-008-004-00. Warren Solar 1b LLC is proposed to occupy 29.9 acres of the 78.5-acre parcel 03-017-002-10. Warren Solar 1c LLC is proposed to occupy 30.4 acres, and Warren Solar 1d LLC is proposed to occupy 15.5 acres of the 145.3-acre parcel 03-017-001-10. The background and purpose of the meeting is more particularly described below.
Warren Solar 1 LLC, Warren Solar 1b LLC, Warren Solar 1c LLC, and Warren Solar 1d LLC (collectively, the "Project"), each a Delaware limited liability company authorized to conduct business in the State of Illinois, with its principal place of business located at 1601 Wewatta St., Suite 700, Denver, CO, 80202, as lessee of certain real property located in Warren County, Illinois, known as parcel numbers 03-008-004-00, 03-017-002-10, and 03-017-001-10 and more particularly described below, which is attached hereto and incorporated by reference (collectively referred to as "the Property"), filed each an Application for Special Use Permit ("the Application") with the Warren County Zoning Office requesting the Project be granted each a Special Use Permit for the Property, which is zoned Agricultural to allow for the construction and operation of a Solar Farm Energy System ("SFES").
The Project is acting for and on its behalf. The Project is indirectly owned by Pivot Energy Inc., a Delaware corporation located at 1601 Wewatta St., Suite 700, Denver, Colorado 80202. The corporate address for Pivot Energy Inc., and the Project for each of the corporate officers is 1601 Wewatta St., Suite 700, Denver, CO, 80202.
All persons are invited to attend this public hearing and be heard. The public hearing will be held in person. All persons in attendance may present testimony, present evidence, and/or cross-examine witnesses subject to the hearing rules of procedure. Public comments may be submitted to the County Board by sending a hard copy with to the County Board Office located at 100 West Broadway, Monmouth, Illinois or by e-mailing such public comments to warrencountyzoning@warrencountyil.gov. Oral public comment will also be allowed during the public comment portion of the hearing, but is not considered evidence for the Zoning Board.

THE EAST HALF OF THE NORTHWEST QUARTER OF SECTION TOWNSHIP TEN (10) NORTH, RANGE (l) WEST OF THE FOURTH PRINCIPAL MERIDIAN, SITUATED IN THE COUNTY OF WARREN AND STATE OF ILLINOIS.
Total Acreage of Parcel is 78.5 Acres.
THE NORTHEAST QUARTER (NEl/4) OF SECTION SEVENTEEN (17), TOWNSHIP TEN (10) NORTH, RANGE ONE (1) WEST OF THE FOURTH PRINCIPAL MERIDIAN, SITUATED IN THE COUNTY OF WARREN AND STATE OF ILLINOIS, LESS AND EXCEPT A TRACT BEGINNING 800 FEET NORTH OF THE SOUTHEAST COMER OF THE ABOVE NORTHEAST QUARTER OF SECTION 17 ON THE EAST LINE OF SECTION 17, THENCE WEST PARALLEL TO THE SOUTH BOUNDARY OF THE QUARTER SECTION 540 FEET, THENCE NORTH 970 FEET PARALLEL TO THE EAST BOUNDARY OF THE QUARTER SECTION, THENCE EAST 540 FEET PARALLEL WITH THE SOUTH BOUNDARY OF THE QUARTER SECTION, THENCE SOUTH 970 FEET ON THE EAST BOUNDARY OF THE QUARTER SECTION TO THE PLACE OF BEGINNING.
