NOTICE OF PUBLIC HEARING
Notice is hereby provided that Park Grove Realty, LLC ("Applicant") has filed an application for Minor Subdivision and Preliminary Site Plan approval with the Waterford Township Joint Land Use Board. The subject property is identified as Block 202, Lot 4.01 on the Tax Map of the Township of Waterford, located at 262 White Horse Pike, Atco, New Jersey ("Property"). The Property is located in the Haines Blvd Redevelopment Overlay Zone.
The Township adopted a 4th Round Housing Element and Fairs Share Plan that was submitted to the Superior Court of New Jersey for approval. The Township subsequently entered into a Settlement Agreement with Fair Share Housing Center and received a Final Order of Compliance from the Court on May 7, 2026. The Court-approved Settlement includes the production of senior rental units to be developed by the Applicant on the Property to address the Township's Third Round Fair Share Obligation and senior rental units to be developed by the Applicant on the Property to address the Township's the Fourth Round Fair Share Obligation.
The Applicant is seeking Minor Subdivision approval and Preliminary Site Plan, approval with a Use Variance, for one 60-unit affordable senior project on the Property. The Applicant is requesting (i) a variance pursuant to N.J.S.A. 40:55D-70.d(1), to permit multi-family apartments where only single-family residential is permitted by the Redevelopment Plan; (ii) variance pursuant to N.J.S.A. 40:55D-70.d(5), to permit density of 17.65 dwelling units per acre where a maximum density of five (5) dwelling units per acre is permitted; and (iii) variance pursuant to N.J.S.A. 40:55D-70.d(6) to permit the height of the building to be 47 feet where 35 feet is permitted. The Applicant will request any and all other variances or waivers that the Board may deem necessary upon its review of the application.
The Joint Land Use Board will conduct a public hearing on this application on at a special meeting to be held Monday, June 29, 2026, at 7:00 p.m. at the Waterford Township Municipal Building, 2131 Auburn Avenue, Atco, NJ 08004. Any interested party may appear in person at said hearing and participate therein in accordance with the rules of the Joint Land Use Board. Copies of the Applicant's application, maps and papers are on file with the Administrative Officer of the Joint Land Use Board in the Joint Land Use Board Office at the Municipal Building, 2131 Auburn Avenue, Atco, NJ and may be viewed during regular business hours. Please take further notice that the Joint Land Use Board may, at its discretion, adjourn, postpone, or continue said review from time to time and you are hereby notified that you should make diligent inquiry of the Joint Land Use Board Office concerning such adjournments, postponements or continuations.
