NOTICE OF PUBLIC HEARING Notice is hereby given that the City Council of the City of Tulare will hold a public hearing at 5:30 p.m., or soon thereafter, on Tuesday, July 21, 2026, in the Council Chamber, 491 North M Street, Tulare, California, open to the public and any person present will have the opportunity to be heard for the following: The City Council intends to levy and collect assessments within the landscape maintenance districts for fiscal year 2026-27. The area of land to be assessed is located within the City of Tulare, Tulare County. The improvements to be made in these assessment districts are generally described as follows: 89-01 North Oaks Estates – maintenance of landscaping, irrigation systems, block wall and sidewalk for landscaping lot areas. Proposed assessment is $110.00. 89-02 The Grove Subdivision – maintenance of landscaping, irrigation systems, block wall and sidewalk for landscaping lot areas. Proposed assessment is $324.00 for 32 lots, 1 lot at $486.00 and 3 lots at $648.00. 90-01 Southgate Villa No. 11 – maintenance of landscaping, irrigation systems, block wall and sidewalk for landscaping lot areas. Proposed assessment is $190.00 for 18 single family lots and $570.00 for 3 multi-family lots. 91-01 Westwood Village Estates – maintenance of landscaping, irrigation systems, block wall and sidewalk for landscaping lot areas. Proposed assessment is $94.00. 93-01 Sunrise Estates – maintenance of landscaping, irrigation systems, block wall and sidewalk for landscaping lot areas within the District, and 50% of maintenance costs of Sunrise Park. Proposed assessment is $112.00. 2000-01 Del Lago Subdivisions – maintenance of landscaping, irrigation systems, block wall and sidewalk for landscaping lot areas. Proposed assessment is $336.00 for 1,261 lots and 3 lots at $672.00. 2001-01 Autumn Glen Subdivision – maintenance of landscaping, irrigation systems, block wall and sidewalk for landscaping lot areas. Proposed assessment is $44.00. 2003-01 Shadow Wood and Majestic Subdivisions – maintenance of landscaping, irrigation systems, block wall and sidewalk for landscaping lot areas. Proposed assessment is $60.00. 2003-02 Kaweah Estates – maintenance of landscaping, irrigation systems, block wall and sidewalk along the public trail adjacent to the T.I.D. canal, north of Levin Avenue. Assessment is $42.00. 2005-01 Academy Estates – maintenance of landscaping, irrigation systems, block wall, and sidewalks for landscaping lot areas, trail improvements adjacent to the T.I.D. canal, and supplemental preventative maintenance of local streets within the District boundaries. Proposed assessment is $148.00. 2005-02 Palm Ranch, Woodbridge, and Cambridge Subdivisions – maintenance of landscaping, irrigation systems, block walls and sidewalks of landscaping lot areas, neighborhood park maintenance, and supplemental preventative maintenance of local streets within the District boundaries. Proposed assessment is $200.00. 2005-03 Admiral Estates, Gail Estates, and Heritage North Subdivisions – maintenance of landscaping, irrigation systems, block walls, and sidewalks of landscaping lot areas and the storm drainage basin serving the district, and supplemental preventative maintenance of local streets within the District boundaries. Proposed assessment is $242.00. 2005-04 Valley Estates, Montecito, and Sherwood North Subdivisions – maintenance of landscaping, irrigation systems, block walls and sidewalks for landscaping lot areas, and supplemental preventative maintenance of local streets within the District boundaries. Proposed assessment $148.00. 2005-05 Rancho Ventura - maintenance of landscaping, irrigation systems, block wall and sidewalk for landscaping lot areas, and supplemental preventative maintenance of local streets within the District boundaries. This subdivision is not built at this time. Assessment is $0.00; no assessment is proposed to be collected this coming fiscal year. 2005-06 The Greens and KCOK Ranch Subdivisions – maintenance of landscaping, irrigation systems, block walls and sidewalks for landscaping lot areas and the storm drainage basins serving the District, and supplemental preventative maintenance of local streets within the District boundaries. Proposed assessment is $190.00 for 392 lots and 1 lot at $380.00. 2005-07 Westgate Estates – maintenance of landscaping, irrigation systems, block walls and sidewalks for landscaping lot areas and the storm drainage basin serving the District, and supplemental preventative maintenance of local streets within the District boundaries. Proposed assessment is $170.00. 2005-08 California Ranchos and Cottonwood Estates – maintenance of landscaping, irrigation systems, block walls and sidewalks for landscaping lot areas and the storm drainage basins serving the District, maintenance of trail improvements along the T.I.D. canal, and supplemental preventative maintenance of local streets within the District boundaries. Proposed assessment is $154.00 for 159 lots and 1 lot at $308.00. 2007-01 Goble Court Subdivision – maintenance of landscaping, irrigation systems, block wall, street trees and sidewalk for landscaping lot areas, and supplemental preventative maintenance of local streets within the District boundaries. Proposed assessment is $80.00. 2010-01 Sycamore – maintenance of sycamore trees and repair of curb, gutter and sidewalks along Sycamore Avenue and along the east side of Cherry Avenue from Tulare Avenue to San Joaquin Avenue. Assessments are subject to yearly increases of up to 2.5%. Proposed assessment is $205.00. 2016-01 Sierra Vista No. 2 – maintenance of trail improvements along the T.I.D. canal. Assessments are subject to yearly increases in accordance with the Consumer Price Index (CPI). Proposed assessment is $203.00 for 50 lots, and 1 lot at $406.00. 2018-01 Willow Glen and Kensington Estates subdivisions – maintenance of landscaping, irrigation systems, block walls and sidewalks of landscaping lot areas, maintenance costs for the storm drain basins serving the district, neighborhood park maintenance, and supplemental preventative maintenance of local streets within the District boundaries. Assessments are subject to yearly increases in accordance with the Consumer Price Index (CPI). Proposed assessment is $363.00. 2018-02 The Greens At Oak Creek subdivision and Phases 2 thru 4 of the Oak Creek development – maintenance of landscaping, irrigation systems, block walls and sidewalks of landscaping lot areas, maintenance costs for the storm drain basin serving the district, and supplemental preventative maintenance of local streets within the District boundaries. Assessments are subject to yearly increases in accordance with the Consumer Price Index (CPI). Proposed assessment is $208.00 for 88 lots, $263.00 for 15 lots, $312.00 for 12 lots, and $3,120.00 for 1 lot. 2020-01 The Farrar Estates subdivision – maintenance of landscaping, irrigation systems, block walls and sidewalks of landscaping lot areas, maintenance costs for the storm drain basin serving the district, neighborhood park maintenance, and supplemental preventative maintenance of local streets within the District boundaries. Assessments are subject to yearly increases in accordance with the Consumer Price Index (CPI). Proposed assessment is $399.00. 2021-01 The Oakcrest subdivision – maintenance of landscaping, irrigation systems, block walls and sidewalks of landscaping lot areas, maintenance y costs associated with the storm drain basin serving the district, and supplemental preventative maintenance of local streets within the District boundaries. Assessments are subject to yearly increases in accordance with the Consumer Price Index (CPI). Proposed assessment is $212.00. 2021-02 The Liberty Hill subdivision – maintenance of landscaping, irrigation systems, block walls and sidewalks of landscaping lot areas, maintenance and regulatory costs associated with the storm drain basin serving the district, neighborhood park maintenance, and supplemental preventative maintenance of local streets within the District boundaries. Assessments are subject to yearly increases in accordance with the Consumer Price Index (CPI). Proposed assessment is $337.00. 2022-01 The Fernjo Estates subdivision – maintenance of landscaping, irrigation systems, block walls and sidewalks of landscaping lot areas, maintenance and regulatory costs associated with the storm drain basin serving the district, and supplemental preventative maintenance of local streets within the District boundaries. Assessments are subject to yearly increases in accordance with the Consumer Price Index (CPI). Proposed assessment is $273.00. 2024-01 Wild Oak subdivision – maintenance of landscaping, irrigation systems, block walls and sidewalks of landscaping lot areas, neighborhood park maintenance, and supplemental preventative maintenance of local streets and alleys within the District boundaries. Assessments are subject to yearly increases in accordance with the Consumer Price Index (CPI). Proposed assessment is $558.00. 2024-02 Fulton Estates subdivision – maintenance of landscaping, irrigation systems, block walls and sidewalks of landscaping lot areas, neighborhood park maintenance, and supplemental preventative maintenance of local streets within the District boundaries. Assessments are subject to yearly increases in accordance with the Consumer Price Index (CPI). Proposed assessment is $399.00. 2025-01 Mission Creek subdivision - maintenance of landscaping, irrigation systems, block wall and sidewalk for landscaping lot areas, neighborhood park maintenance, maintenance and regulatory costs associated with the storm drain basin serving the district, and supplemental preventative maintenance of local streets within the District boundaries. Assessments are subject to yearly increases in accordance with the Consumer Price Index (CPI). Proposed assessment is $254.00. 2025-02 F&C Farming subdivision - maintenance of landscaping, irrigation systems, pedestrian sidewalks and block walls associated with common lot areas, maintenance of local streets, maintenance and regulatory compliance associated with a storm water retention basin, and maintenance of neighborhood park and appurtenances serving the area within the District boundaries. This subdivision is not built at this time. Assessment is $0.00; no assessment is proposed to be collected this coming fiscal year. 2025-03 Valov, Lekkerkerker & Fernandes subdivisions - maintenance of landscaping, irrigation systems, pedestrian sidewalks and block walls associated with common lot areas, maintenance of local streets, maintenance and regulatory compliance associated with a storm water retention basin, and maintenance of neighborhood park and appurtenances serving the area within the district boundaries. These subdivisions are not built at this time. Assessment is $0.00; no assessment is proposed to be collected this coming fiscal year. Council hereby directs Michael W. Miller, City Engineer, to file the annual report with the City Clerk as required by the Landscaping and Lighting Act of 1972. All interested persons are referred to that report for a full and detailed description of the improvements, the boundaries of the assessment district and the proposed assessments upon assessable lots and parcels of land within the assessment district.
