NOTICE OF PUBLIC HEARING
SHASTA COUNTY HOUSING AUTHORITY
NOTICE IS HEREBY GIVEN that a public hearing will be held in the Board of Supervisors Chambers, County Administration Center, 1450 Court Street, Suite 263, Redding, CA on Tuesday, August 11, 2026, at 9:00 a.m., or as soon thereafter as may be heard, for the Shasta County Housing Authority, which serves Shasta, Trinity, Siskiyou, and Modoc Counties, to consider comment on the Housing Authority's proposed Amendment to the Administrative Plan and to consider adopting the proposed Amendment to the Administrative Plan.
SUMMARY OF PROPOSED AMENDED PLAN: Section 4.III.C Page 15: Would guarantee the current voucher holders continued assistance on the Housing Choice Voucher ("HCV") program. Section 6.III.C Page 59: Would allow the Public Housing Authority's ("PHA") to make changes to a voucher unit size immediately instead of at first regular reexamination. Section 17.VIII.D Page 85: Project Base Voucher section of the Administrative Plan is simply to clean up the language from changes that were made in December 2025. Section 18.II.C Page 24: Updates the Public and Indian Housing ("PIH") number and extends the timeframe allowed to be referred to the program when existing foster care. Section 18.II.G Page 29: Extends the time allowed while searching for a unit.
CEQA DETERMINATION: the PHAwill also consider finding that the adoption of the amended Administrative Plan would not be subject to, or is exempt from, the California Environmental Quality Act ("CEQA") pursuant to State CEQA Guidelines section 15060(c)(3) the Administrative Plan is not a project as defined in State CEQA Guidelines section 15378 and is exempt from CEQA pursuant to State CEQA Guidelines section 15061(b)(3) since there is no possibility the activity in question may have a significant effect on the environment. Each exemption stands as a separate and independent basis for determining that the project is exempt from CEQA. The Housing Authority further finds that adoption of the Administrative Plan is exempt from the National Environmental Protection Act ("NEPA"), pursuant to Title 24 CFR § 58.34(a)(1) and (a)(3).
The PHA's Administrative Plan is available for review at the Housing Authority's office, 2600 Park Marina Drive Redding, CA, Monday through Thursday between 8:00 a.m. and 5:00 p.m. It may also be accessed online at https://www.shastacounty.gov/housing-community-action-programs/page/shasta-county-housing-authority-administrative-plan, or by scheduling an appointment with Melissa Nave at (530) 225-5160 to obtain a copy of the plan.
All interested parties are encouraged and invited to submit written comments regarding the proposed action prior to the hearing or participate in the public hearing.
