NOTICE OF PUBLIC HEARING
TO ENACT PROPOSED ORDINANCE NO. 287
TAKE NOTICE that the Paradise Township Board of Supervisors will hold a public hearing on Monday, May 4, 2026, at 7:45 p.m., for the purpose of enacting proposed Ordinance No. 287, which Ordinance will amend Chapter 160 Zoning to add new §160-12.a(9.b) for care facility – treatment center, and providing criteria which requires licensing, parking and loading requirements, exclusions to parking, security plan, minimum lot size, maximum lot coverage, setbacks, exterior building, buffering, regulated hours and staffing levels. The hearing will be convened during the regular meeting of the Board of Supervisors, which starts at 6:00 p.m., at the Paradise Township Municipal Building, 5912 Paradise Valley Road, Paradise Valley, PA. After the hearing and during the continuance of the regular meeting, the Board will consider, if in order, the passage of Ordinance No. 287 as well as other business coming before the Board at that time. ORDINANCE NO. 287
AN ORDINANCE OF THE TOWNSHIP OF PARADISE, MONROE COUNTY, PENNSYLVANIA, AMENDING CHAPTER 160, ZONING, AS WELL AS CHAPTER 160 ATTACHMENT 1, ZONING SCHEDULE I, REGULATIONS GOVERNING THE USE OF LAND BY: 1) ADDING TO EXISTING CHAPTER 160 ZONING A NEW USE CATEGORY AT §160-12.A(9.B) AND TO THE AFORESAID ATTACHMENT 1 FOR CARE FACILITY – TREATMENT CENTER, WHICH USE SHALL REQUIRE CONDITIONAL USE APPROVAL AND BE ALLOWED IN THE OSC, B-1, AND B-2 ZONING DISTRICTS ONLY; 2) REQUIRING THAT SAID USE COMPLY WITH APPLICABLE STATE AND FEDERAL LAW; 3) OBTAINING ALL REQUIRED LICENSES AND CERTIFICATES; 4) COMPLYING WITH ZONING REQUIREMENTS FOR THE ZONING DISTRICT; 5) PROHIBITING OFF-STREET PARKING AND ESTABLISHING REQUIREMENTS FOR ON-SITE PARKING FOR STAFF, VISITORS, AND CLIENTS; 6) REQUIRING MINIMUM LOT SIZE MAXIMUM LOT COVERAGE, PRINCIPAL BUILDING SETBACKS, AND ADDITIONAL BUFFERING REQUIREMENTS; 7) ESTABLISHING REQUIREMENTS FOR BUILDING EXTERIOR AND GROUNDS; 8) ESTABLISH REQUIREMENTS FOR 24-HOUR, 365-DAY SUPERVISION AND COMPLIANCE WITH SECURITY REGULATIONS AND DEVELOPMENT OF SECURITY PLAN; 9) REQUIRING STAFFING LEVELS AND PHYSICAL PLANT AND LIVING ACCOMMODATIONS AS ESTABLISHED BY STATE STATUTE AND REGULATION; 10) REQUIRING LIMITATIONS ON VISISTORS AND VISITING HOURS TO BETWEEN 8:00 A.M. AND 9:00 P.M.; 11) REQUIRING EMERGENCY RESPONSE COORDINATION; 12) SETTING FORTH RECITALS; AND 13) ADDING PROVISIONS FOR SEVERABILITY, REPEALER AND AN EFFECTIVE DATE.
